Before starting the meeting, President To Lam and delegates observed a minute of silence in memory of General Secretary Nguyen Phu Trong.
On August 30, 1954, the 305th Division (later renamed the 305th Division) was established, with the core being a number of main regiments and battalions in the Northern Central Highlands and Central Central Coast battlefields that had just been regrouped to the North. During the fighting, on the battlefields of the Central Highlands, Pleiku... the 305th Division achieved many important feats. In July 1954, under orders from superiors, the Division regrouped to the North, making many contributions to security protection and economic development. On February 8, 1961, the 305th Division was transformed into the Paratrooper Brigade.

On March 19, 1967, officers and soldiers were honored to welcome President Ho Chi Minh, Prime Minister Pham Van Dong, General Vo Nguyen Giap on behalf of the Party, State and Army to watch the Special Forces demonstrate their techniques and announce the establishment of the Special Forces. The birth of the unit marked a new development step of the Vietnam People's Armed Forces, creating a new turning point in the history of building, fighting and growing of the Vietnam Special Forces.
After more than half a century of building, fighting and growing, the Special Forces have been honored by the Party, State and National Assembly as Heroes of the People's Armed Forces twice with 16 traditional golden words "Extremely elite, extremely brave, bold and resourceful, fighting dangerously and winning big". In addition, 104 groups and 231 individuals have also been honored as Heroes of the People's Armed Forces.

Speaking at the meeting, President To Lam expressed his joy and emotion to meet again the comrades who are Generals, Heroes of the Armed Forces, Heroes of Labor in the Renovation Period, and representatives of the Liaison Committee of Veterans of the 305th Airborne Division - Special Forces and the People's Police - Saigon Special Forces.
The President expressed his impression and admiration for the exceptionally outstanding feats of arms of the veterans of the 305th Airborne Division - Special Forces, the People's Police and Saigon Special Forces soldiers, who were trained and tested in the flames of revolutionary struggle and the nation's resistance war, and heroically sacrificed and fought for the independence and freedom of the Fatherland, contributing worthily to the cause of national liberation and reunification.
The President emphasized that today the war has ended, the country is at peace and developing. Although many veterans are old and weak, the spirit, bravery and heroic tradition of the 305th Airborne Special Forces Division will forever remain, a source of pride for their descendants and future generations.
On behalf of the Party and State leaders, the President sent the veterans his warmest regards, warmest affection and best wishes, and expressed his hope that the veterans would continue to uphold the tradition of “Uncle Ho’s soldiers”, worthy of the tradition of the People’s Army and Public Security “Forgetting oneself for the country, serving the people” in the cause of building and defending the Fatherland.

In the context of the world situation continuing to have extremely complicated and unpredictable developments, the President stated that under the leadership of the Party, State, Government, the consensus and efforts of the Committees, Ministries, branches and people nationwide, we have built the country with many strong developments, bringing the country to new heights as it is today; the independence, sovereignty and territorial integrity of the Fatherland have been maintained, national defense and security have been consolidated; the fight against corruption and negativity has achieved many important results. However, our country also faces many difficulties and challenges, hostile and reactionary forces are promoting "peaceful evolution", promoting "self-evolution" and "self-transformation" internally; traditional and non-traditional security challenges are increasingly complex.
In the joyful and exciting atmosphere of emulation to achieve the best results to celebrate the 70th anniversary of the Traditional Day of the 305th Airborne - Special Forces Division, the President hopes that the Veterans Liaison Committee of the Division will continue to preserve the good image of "Uncle Ho's Soldiers" in the coming time, always be a shining example for families and descendants to follow; actively participate in building a stable and strong local political base, building a rich and beautiful homeland.

Along with that, according to the President, the Liaison Committee needs to continue to have activities of solidarity, support and help each other in life, especially with families of martyrs, members who are war invalids and members in difficult circumstances, not leaving anyone behind; contributing with the army and people of the whole country to successfully build a Vietnam of rich people, strong country, justice, democracy and civilization.
The President also requested the Ministry of National Defense and the Vietnam Veterans Association to continue to pay attention to leadership, direction and create favorable conditions to help veterans of the 305th Airborne Division - Special Forces continue to have activities to help each other reduce poverty, do good business, and contribute to the socio-economic development of the locality. At the same time, encourage individual veterans to actively participate in production and business to become rich legally, attach importance to replicating advanced models and typical examples, promoting the tradition of "When drinking water, remember its source", making the work of gratitude become a beautiful feature of Vietnamese society.
