According to a special correspondent of the Vietnam News Agency, continuing his official visit to China, on the morning of April 10, National Assembly Chairman Vuong Dinh Hue and a high-ranking Vietnamese delegation visited the Hongqiao Legislative Center in Shanghai.
Also attending was Deputy Chairman of the Standing Committee of the National People's Congress of China Wang Dongming.

National Assembly Chairman Vuong Dinh Hue visited the exhibition area and heard an introduction about the Center; the relationship between the Center and the Law Committee of the National People's Congress of China and agencies and organizations in the political system as well as at the local level.
Since its establishment, the Hongqiao Legislative Center has contributed to the drafting of 82 draft laws and legal documents, including four codes promulgated by the National People's Congress and local legal documents. The center is currently the leader among 25 legislative contact points.
Speaking here, National Assembly Chairman Vuong Dinh Hue thanked the delegates for sharing vivid stories in the law-making process of the National People's Congress of China and the Shanghai People's Congress. Appreciating China's model in the law-making process, the National Assembly Chairman pointed out that legislation is the basic function of the National Assembly, and legislative work is to serve the people and businesses. Laws enacted must originate from the will, aspirations, thoughts and feelings of the people and the business community, from the requirements and demands of practical life.
The National Assembly Chairman said that in the process of law-making, the Vietnamese National Assembly always adheres to the spirit that if we want laws to come to life, life itself must first be reflected in the law. The Vietnamese National Assembly attaches special importance to the policy impact assessment process before drafting bills and collecting public opinions. The National Assembly Chairman highly appreciated the model of establishing legislative centers, including the central level of the National People's Congress and local People's Congress, at a grassroots level like China, as a very unique model.

Considering the Center's operating method as a good experience for research, the National Assembly Chairman said that Vietnamese authorities are reviewing and amending the Law on Promulgation of Legal Norms. Therefore, the discussion on the model is a good experience for reference.
Wang Dongming, deputy chairman of the Standing Committee of the National People's Congress of China, said that the 6,700 legal contact points nationwide have played an important role in the legislative process in China. Local People's Congresses have organized the construction of legislative contact centers.
Comrade Vuong Dong Minh thanked the National Assembly Chairman for sharing the experiences and good practices of the Vietnamese National Assembly in performing its legislative functions; at the same time, he said that the two legislative bodies should continue to strengthen exchanges and cooperation at all levels to better operate the two legislative bodies, serve the national development process in each country, and effectively implement the common perception of senior leaders as well as the Cooperation Agreement between the two agencies that was just signed during the official visit of National Assembly Chairman Vuong Dinh Hue to China.
