Resolutely resolve the flood prevention project and Rach Chiec Sports Area
At the 5th session of the Ho Chi Minh City People's Council on the morning of November 14, delegates raised many questions related to the investment in the transportation system connecting Ho Chi Minh City with Long Thanh airport, keeping up with the progress when this airport is operational; the 10,000 billion VND flood prevention project and the Rach Chiec Sports Complex were also questioned by leaders, departments and branches.
Responding to delegates, Chairman of the Ho Chi Minh City People's Committee Nguyen Van Duoc said that these are key projects that Ho Chi Minh City is particularly interested in, and will be thoroughly implemented, to complete a synchronous and modern infrastructure system, serving the city's socio-economic development in the coming time.

The city has been implementing the 10,000 billion VND anti-flooding project for many years but has not yet completed it. The Government and Ho Chi Minh City leaders are very concerned and have given strong direction to complete it soon.
The Ho Chi Minh City People's Committee has held many meetings to listen to reports and propose solutions. Currently, the city is implementing in accordance with legal regulations and will make payments according to the previously signed BT contract. At the same time, the audit has also stepped in to conduct an audit of the project.
“After the audit, the city will make payments for the BT contract. The effectiveness of the project will be evaluated and informed when the results of the next audit, inspection, and evaluation are available,” Mr. Duoc said.
Regarding Rach Chiec Sports Complex, Mr. Duoc said that this area is already in the city's planning; currently the detailed planning and zoning planning have been completed, and the city is implementing the reception of investors for this project in the form of BT.
"If nothing changes, the project will start on December 19. Initially, about 5 hectares will be reclaimed to start construction," said Mr. Duoc.
However, to make new investments, the city will stop the investment policy for the compensation and site clearance project for the Rach Chiec National Sports Complex worth 8,000 billion VND that was previously approved.
“The city commits that the Rach Chiec Sports Complex will be planned to be modern and of international standards. After 5 years of investment, Ho Chi Minh City will have a sports complex qualified to host international tournaments,” Mr. Duoc emphasized.

Sharing about the Rach Chiec Sports Complex project, delegate Tran Thanh Trong said that it is very necessary to invest when Ho Chi Minh City does not have a large stadium to ensure the organization of worthy sports tournaments.
Mr. Trong noted that when switching to a new form of investment with Rach Chiec Sports Complex, the city needs to invite reputable investors with enough capacity to invest in the project, because this is a large project, located between valuable urban areas that are developing very vibrantly and have connectivity with Long Thanh airport. How to have a worthy sports project, ensuring the harmony of interests of investors and the city and the country?
"Developing this project will create a great boost for the city. The city needs to pay attention to how this project must have an international-class stadium, capable of organizing international sports tournaments.
Currently, Ho Chi Minh City does not have any stadiums capable of organizing football tournaments or major sports events. We, the people, are very sad," said Mr. Trong.
In addition, Mr. Trong also requested to recalculate the sports area planning of the three previous localities. Because Binh Duong and Ba Ria - Vung Tau also had plans for large sports areas.
For example, Binh Duong plans a sports complex of more than 200 hectares, including a stadium with a capacity of 40,000-60,000 seats. If Rach Chiec is built, will the sports complexes of Binh Duong and Vung Tau continue or stop? If resources are limited, prioritize the implementation of Rach Chiec and stop other projects.
Investing in a series of bridges and roads connecting Ho Chi Minh City - Dong Nai
Regarding metro and railway lines connecting Ho Chi Minh City with Long Thanh airport, connecting Tan Son Nhat airport and Long Thanh, Mr. Duoc said that Ho Chi Minh City and Dong Nai province have worked and agreed on many items and projects connecting traffic between the Southeast region, including many routes connecting Ho Chi Minh City and Dong Nai by railway, road, bridges...

In the immediate future, the two localities will prioritize two railway projects directly connecting the airport. Of which, the Long Thanh – Suoi Tien railway line will be implemented by Dong Nai province.
The Thu Thiem - Long Thanh railway line will be invested by Ho Chi Minh City. Currently, Ho Chi Minh City and Dong Nai have also worked with investors to carry out investment preparation steps.
According to Mr. Duoc, the airport railway projects are still being approved by the Government. When completed, there will be a modern metro system connecting the two international airports, ensuring inter-regional transportation needs.
In addition to the urban railway, there are also roads and bridges connecting the two localities across the Saigon River and the Dong Nai River. The two localities will build three bridges: Cat Lai Bridge, Long Hung Bridge, and Phu My 2 Bridge, expected to start construction in early 2026.
In addition, there is another bridge and road system connecting the two localities, aiming to increase regional connectivity, which will continue to be implemented in the coming time as committed.
At the 6th session on November 10, the People's Council of Dong Nai province approved the proposal of the Provincial People's Committee to invest in Cat Lai, Long Hung, and Phu My 2 bridges passing through Dong Nai and Ho Chi Minh City, agreeing to implement the project under the public-private partnership (PPP) method.
Dong Nai also agreed in principle to assign the competent authority to implement 3 projects connecting Dong Nai province and Ho Chi Minh City including Thanh Hoi 2 Bridge, Tan An Bridge, and Tan Hien Bridge.
In which, Thanh Hoi 2 bridge and Tan An bridge are invested from Ho Chi Minh City budget and assigned to Ho Chi Minh City People's Committee as the competent authority to implement the project.
Tan Hien Bridge is invested from Dong Nai province's budget and Dong Nai Provincial People's Committee is assigned as the competent agency to implement the project.
