Fully and promptly deploy the task of announcing and publicizing administrative procedures

Accordingly, to ensure the full and timely implementation of the task of announcing and publicizing administrative procedures, the Chairman of the Provincial People's Committee requested the Directors of departments, Heads of provincial-level departments and branches to continue to focus on thoroughly grasping and strictly organizing the development and submission to the Chairman of the Provincial People's Committee to announce the list of amended/supplemented/replaced administrative procedures under the state management scope of the unit, ensuring the completion time is no more than 1 hour from the time the specialized Ministry announces the administrative procedures.

Directors of provincial departments, branches and sectors are responsible before the Provincial People's Committee, the Chairman of the Provincial People's Committee and the law if there is any delay in announcing and publicizing administrative procedures, affecting the handling of records and procedures for people, and the organization and operation of the 2-level local government model.

The Chairman of the Provincial People's Committee has issued documents No. 9138/UBND-HCKSTTHC dated June 17, 2025, 9332/UBND-HCKSTTHC dated June 19, 2025 assigning provincial departments, branches and sectors to monitor and closely follow the issuance of Decisions on promulgating administrative procedures of central ministries and branches under 28 Decrees of the Government on decentralization and delegation of power when operating 2-level local governments; within a maximum of 01 hour from the time the central ministry or branch announces the administrative procedures, they must proactively develop and advise the Chairman of the Provincial People's Committee to announce the list of amended/supplemented/replaced administrative procedures within the scope of state management of the unit.

Up to now, 6 departments: Home Affairs, Construction, Justice, Health , Industry and Trade, Culture, Sports and Tourism have consulted and submitted to the Chairman of the Provincial People's Committee the above content as directed.

Urgently announce information on 166 communes and wards (new) and personnel list

The Chairman of the Provincial People's Committee assigned the Director of the Department of Home Affairs to preside over and direct the urgent implementation of information disclosure for 166 (new) communes and wards in the province according to regulations.

Public content includes:

Name of administrative unit (clearly note which communes, wards and towns the administrative unit was established on);

Electronic identification code (provided by the Department of Science and Technology);

Area size, population, geographical location (clearly note the location adjacent to which administrative units);

Administrative map.

Regarding the announcement of the list of personnel for the Chairman and Vice Chairman of the People's Committee at the commune level, based on the decision of the competent authority, the Director of the Department of Home Affairs shall preside over the announcement according to regulations, ensuring the required progress.

At the same time, the Director of the Department of Science and Technology directed the synthesis and provision of electronic identification codes of 166 communes and wards (new), and sent them to the Department of Home Affairs for publication as directed.

The new Chairman of the People's Committee of the commune and ward performs well in receiving and resolving administrative procedures.

Assign the comrades who are expected to be assigned as Chairmen of the People's Committees of communes and wards (new) to focus on disseminating, thoroughly grasping, and implementing well the reception and settlement of administrative procedures according to the direction of the Chairman of the Provincial People's Committee in Official Dispatch No. 9332/UBND-HCKSTTHC dated June 19, 2025; promptly discuss and reflect to the Provincial Public Administration Service Center any arising issues for guidance and answers; ensure a firm grasp of the professional processes, procedures, and implementation procedures, ready to operate smoothly immediately after the operation of the 2-level local government model from July 1, 2025, to best serve the people and organizations in the process of settling administrative procedures.

Provincial Public Administration Service Center maintains on-call duty even on weekends

The Provincial Public Administration Service Center continues to strengthen support and guidance for 166 communes and wards (new), maintaining on-call duty (from 7:00 a.m. to 10:00 p.m. on weekdays, including Saturdays and Sundays) through direct, online, and telephone forms; promptly answering and guiding the grassroots level in the process of resolving administrative procedures for people and organizations, avoiding interruptions or discontinuities in the system's operation.
