The Chairman of the Provincial People's Committee requested the construction units to arrange appropriate human resources, calculate the progress, and complete the reconstruction of the detailed construction plan by June 5 in the spirit of shortening the construction time and completing the project in 2025 (the plan is the end of February 2026).

Mobilize sufficient machinery, human resources, and materials to speed up the project's progress. Flexibly apply measures to remove difficulties arising during the implementation process. Investors and contractors proactively assess the field, closely follow weather developments, have scientific construction plans, speed up progress while still ensuring the requirements of technical standards, aesthetics, and safety of the project.
Ta Quang Buu apartment project with a scale of 390 social housing units in Binh Han ward (Hai Duong city) includes 2 apartment buildings. CT1 apartment building has a scale of 18 floors, the construction area of the first floor is 1,120 m 2 , the total construction floor area is 20,217 m 2. Of which, 240 social housing apartments have an area of 45 - 62 m 2. CT2 apartment building has a scale of 18 floors, the construction area of the first floor is 770 m 2 , the total floor area is 13,484 m 2. Of which, there are 150 social housing apartments, the apartment area is from 45 - 62 m 2 . The project started construction in January 2025, with a total investment of more than 329.5 billion VND, invested by the Provincial Construction Investment Project Management Board, and is expected to be completed by the end of February 2026.
The project to upgrade and expand provincial road 391 from Hai Duong city to the East-West axis of Hai Duong province has a total length of 13.87 km, with a total investment of more than 1,392 billion VND. The project consists of 3 sections: sections 1 and 3 are renovated to the scale of a grade III plain road, with a roadbed width of 17.5 m and a design speed of 80 km/h; section 2 is newly built with a roadbed width of 21 m and a design speed of 60 km/h. The bridge section includes the construction of an additional bridge unit at km9+700 and an overpass unit over the Hanoi - Hai Phong expressway, with a bridge width of 12 m.
The project to improve and upgrade the extended Provincial Road 396 (the section connecting Provincial Road 391 to Provincial Road 390) is 7.61 km long (of which 3.66 km is in Thanh Ha district; 3.95 km is in Tu Ky district). The total investment of the project is over VND 846 billion, with the Provincial Construction Investment Project Management Board as the investor. According to the contract, the package will start construction in February 2025 and be completed in October 2026.
