
Mr. Nguyen Chi Cong and some households reported that in 2000, they relocated from the landslide area along the Vu Gia River to settle along Highway 14B, in Lap Thuan village. In 2021, all 8 households applied for red books, completed the documents and paid taxes to the state. However, to date, they have not been granted red books.
The representative of Dai Loc District People's Committee admitted the mistake of prolonging the matter and affirmed that the district is very receptive, the people have paid the money, and are only waiting for the issuance of land use right certificates.

However, the problem is that when comparing the location map of the proposed land use right certificate for the people with the planning documents according to the general planning project along National Highway 14B through Dai Loc approved by the Provincial People's Committee in Decision 2728 (August 5, 2015), it is found that most of the land plots are located within the right-of-way corridor of National Highway 14B.
The representative of the Department of Construction said that according to the planning, the traffic road clearance is 37m, but the province's planning for the National Highway 14B section through Dai Loc is 55m. Therefore, the province can study and adjust the road clearance planning with the condition that it is not smaller than the regulation.

Chairman of the Provincial People's Committee Le Van Dung emphasized that people have been evacuated from landslide areas and have built houses for a long time, so the citizens' petitions are completely legitimate and reasonable. To ensure the rights of the people, Dai Loc district is requested to quickly organize the issuance of land use right certificates to households with houses before the announcement of the traffic corridor planning; clearly stating the area within the traffic corridor.
At the same time, Dai Loc district, based on the actual situation of Dai Hong commune, proposed to adjust the road corridor planning to be consistent with the central planning. The Department of Construction studied and reported to the Provincial People's Committee for consideration and decision to allow the district to adjust.
Also this morning, Mr. Le Thai Binh (residing in An Ward, Son, Tam Ky) reported to the Chairman of the Provincial People's Committee that in 2022, Tam Ky City reclaimed land from his father, Le Thai Hoa, to build a residential area - resettlement project on the Northwest of Thanh Hoa Street, but the family did not agree with the compensation plan, so the authorities carried out forced eviction.

According to Mr. Binh, the problem that caused the family to be upset was that at the time of the enforcement, Tam Ky City did not hand over the resettlement land to the family. And up to this point, after more than 3 years, the city still has not handed over 3 resettlement plots, making it very difficult for the family to find a place to live.
In addition, Tam Ky reclaimed the land of his grandfather, Le Thai Hue, and his family also filed a complaint with the Tam Ky City People's Committee and the Provincial People's Committee. After that, the Provincial People's Committee issued a decision to recognize the content of the second complaint, but the city has yet to implement it.
"We hope that the Chairman of the Provincial People's Committee will consider and direct a quick resolution to ensure the legitimate rights of the family," said Mr. Binh.
After listening to the opinions of departments, branches, and the report of the People's Committee of Tam Ky City, Chairman of the Provincial People's Committee Le Van Dung noted that this case had been resolved by the Chairman of the Provincial People's Committee for the second time according to Decision 311 (February 17, 2025). In which, Tam Ky City was requested to urgently re-determine the area of residential land to be recovered, the unit price of compensation, support and resettlement when recovering land in accordance with the provisions of law. Assign the Provincial Inspectorate to monitor the implementation of the second resolution decision of the Provincial People's Committee.
The case needs time, order, and procedures according to regulations. If citizens feel that it is not right and do not agree with the decision, they can file a lawsuit in court to resolve it.
