On the morning of August 4, Chairman of the Ho Chi Minh City People's Committee Nguyen Van Duoc chaired a working session with 30 communes, wards, and special zones (formerly Ba Ria - Vung Tau province) on socio-economic development and the organization of two-level government.
Must change thinking to think big, do big, service administration
According to leaders of communes and wards, most of the operations of the two-level government apparatus of communes and wards are smooth, and almost all administrative records of people and businesses are resolved on time.
Some communes and wards have proposed establishing urban order management teams and project management boards to repair schools and carry out other small local projects. In addition, there are projects under implementation at the old district level that have not been handed over to the new commune.
Chau Duc Commune proposed to quickly deploy Bac Chau Duc 2 and Bac Chau Duc 3 Industrial Parks with each area of about 1,000 hectares for industrial development.
Concluding the conference, Chairman of Ho Chi Minh City People's Committee Nguyen Van Duoc affirmed that the current working mindset is no longer "small-scale" or "everyone does it themselves".
With the strength of the political system and a strong business community and the "four pillar resolutions", especially Resolution 68 on private economic development, we must think big to do big.
The Chairman of the City People's Committee emphasized that each locality in the city has its own strengths, so it is necessary to propose unique and outstanding features. The main resource is here. Therefore, it is necessary to be self-reliant and self-reliant, and not just think about asking for money and projects.
He also noted that what was stated at this meeting was for all 168 communes, wards, and special zones of the city, not just for the old Ba Ria - Vung Tau province.
Regarding the specific tasks in the coming time, Mr. Nguyen Van Duoc said that they are "heavy" but must not lose composure. In particular, it is important that each cadre, each level must shift from public administration thinking to service administration, considering businesses and people as service objects and growth resources.
Therefore, the Chairman of the City People's Committee requested the government to propagate in an easy-to-understand and easy-to-remember manner so that people know how to carry out administrative procedures. "People must not run back and forth, "ask for help from brokers", or use "brokers" for documents", Mr. Nguyen Van Duoc requested.
The Chairman of the Ho Chi Minh City People's Committee requested relevant departments and agencies to advise on infrastructure investment for the public administrative service center, to ensure continuous service without interruption; in which the transmission lines of 168 communes, wards, and special zones must be uninterrupted.
At the same time, the Department of Home Affairs was assigned to set up a special task force to inspect the activities of commune-level authorities and to do better.
"1 space, 3 development zones"
Regarding the socio -economic development of the city, Mr. Nguyen Van Duoc emphasized that it is necessary to re-plan the previous 3 provinces and cities into "1 space, 3 development zones". In which, Ho Chi Minh City (old) is the core urban area, an international financial center, the capital of science and technology, artificial intelligence, semiconductor chips, big data...
Ba Ria - Vung Tau (old) is the capital of marine economy, clean energy, wind, entertainment, marine sports, free trade zones, heavy industry associated with seaports. Meanwhile, Binh Duong is the capital of new generation industry, of high technology.
At the same time, the Chairman of the Ho Chi Minh City People's Committee assigned functional departments to review all investment projects and industrial zones for restructuring.
Regarding the city's new projects, Chairman Nguyen Van Duoc requested to focus on the Ho Tram - Long Thanh expressway because this is a strategic project, bringing about common development and the Con Dao airport expansion project.
Notably, the Chairman of the Ho Chi Minh City People's Committee requested departments, branches, communes and wards to focus on disbursing public investment capital, ensuring 100% disbursement.
Regarding other recommendations from communes and wards such as urban management personnel, Mr. Nguyen Van Duoc requested to consider the plan to allocate the previous department's inspection specialists to communes and wards but using the department's payroll.
