Summing up the first thematic session of the National Assembly Forum on supervision activities, on the morning of August 6 with the theme "National Assembly supervision for development creation", Vice Chairman of the National Assembly Vu Hong Thanh acknowledged that the thematic session is extremely important in the process of perfecting institutions, improving management capacity, and creating policies.

Based on the opinions and discussions at the thematic session, the Vice Chairman of the National Assembly stated that in recent times, the National Assembly and its agencies have continued to innovate their supervision methods, increasing their practicality, closeness to reality and timeliness with major issues of the country.

The monitoring topics have focused on key areas such as planning, real estate market, social housing, important national projects, fiscal policy, national target programs, food safety and hygiene, environmental protection, fire prevention and fighting, high-quality human resource development, etc. Monitoring does not only stop at detecting existing problems and inadequacies, but also increasingly affirms its role in creating and promoting policy improvement, enhancing the effectiveness of law enforcement and administration. Many recommendations after monitoring have been seriously accepted, contributing to removing bottlenecks, unblocking resources, promoting rapid and sustainable socio -economic development, and improving the effectiveness of national governance.

"It can be seen that the National Assembly's supervisory activities in recent times have achieved important achievements, gradually promoting its policy-orienting role, demonstrating the National Assembly's receptive, resolute and cooperative spirit in improving the effectiveness of supervision - not only in inspection and control, but also in proactively creating policies, accompanying the Government to promote the country's rapid and sustainable development," said Vice Chairman of the National Assembly Vu Hong Thanh.

Pointing out the limitations that still exist in current monitoring activities, Vice Chairman of the National Assembly Vu Hong Thanh emphasized that many activities are still mainly based on written reports, direct contact is limited, working time is short, making it difficult to clarify the responsibilities of organizations and individuals.

In addition, the coordination mechanism for monitoring among agencies is still not tight; the mobilization of experts and scientists is uneven and does not meet requirements; documents for monitoring are sent late, incomplete, and lack objectivity, and need to be supplemented.

In addition, research and information support for monitoring have not been invested in accordingly; Monitoring and urging the implementation of recommendations after monitoring are still not drastic, there are no clear sanctions, affecting the effectiveness of monitoring implementation...

Summarizing the 6 core groups of solutions mentioned by experts and National Assembly delegates at the forum, Vice Chairman Vu Hong Thanh said that the top important proposal is to continue to innovate thinking in selecting monitoring content, focusing on major, key, urgent issues from practice, having direct impact on socio-economic development, people's lives and the operational efficiency of the apparatus after merger and reorganization.

“In accordance with the direction of the recent 12th Conference of the Party Central Committee, it is necessary to focus on monitoring the institutionalization process, speeding up the progress of amending the Land Law, the Planning Law and related laws, removing institutional bottlenecks, promoting resources and ensuring synchronous and sustainable development in the new context,” Vice Chairman of the National Assembly Vu Hong Thanh stated.

Along with that is the requirement to improve the quality of organization and monitoring methods, closely linking field surveys, working directly with monitoring subjects and analyzing objective data; at the same time, promoting personal accountability of leaders in the context of a leaner apparatus and increasingly large workload.

The remaining groups of solutions are to perfect the inter-sectoral coordination mechanism; increase the mobilization of intellectual experts, scientists, and independent research organizations to participate in the monitoring process; promote the application of information technology and digital databases; continue to improve the quality of questioning, explaining, and monitoring legal documents, etc.

"All of these solutions aim to build proactive, effective and efficient monitoring activities that truly play a leading and creative role in the country's sustainable development," affirmed Vice Chairman of the National Assembly Vu Hong Thanh.
