Lieutenant General, Professor, Dr. Tran Minh Huong, Director of the People's Police Academy and Associate Professor, Dr. Nguyen Anh Tuan, Chairman of the University Council of Hanoi Capital University co-chaired the workshop.

Speaking at the opening of the workshop, Lieutenant General, Professor, Dr. Tran Minh Huong, Director of the People's Police Academy, emphasized: Human rights are the core values of humanity, affirmed in the Universal Declaration of Human Rights in 1948 and other important international conventions. In Vietnam, human rights have been specified in the 2013 Constitution and other legal documents, affirming the State's strong commitment to protecting and promoting basic human rights.
In particular, Notice No. 01/TB-VPCP dated January 1, 2025 of the Government Office, conveying the direction of Prime Minister Pham Minh Chinh, emphasized that: “The human rights education program is an official program, part of the overall national education system; building the human rights subject as an independent subject in educational and training institutions”. This is an important orientation, affirming the role of human rights education in building a fair, democratic and civilized society.

In the context of Vietnam entering an era of development, with deep international integration and strong strides in economic, cultural and social development, human rights education is not only an urgent requirement but also the foundation for training generations of citizens with legal awareness, humanitarian spirit, and social responsibility. Human rights education helps students understand their rights and obligations, respect diversity, sympathize with difficult circumstances, and actively participate in building a united society that respects the law.

Speaking at the conference, Associate Professor Dr. Nguyen Anh Tuan, Chairman of the Council of Hanoi Capital University affirmed: Human rights education is not just a subject or an extracurricular activity but a process of instilling humanistic and democratic values into the awareness and behavior of each individual.
In the era of national development, investing in human rights education in educational institutions is a strategic investment for the country's future, contributing to training citizens with good moral qualities, a high sense of responsibility, and the knowledge and skills necessary to build a strong, prosperous and civilized Vietnam.

At the workshop, scientists all affirmed that human rights education is the foundation for a society that respects the law. Protecting and educating human rights is a national and comprehensive issue, and also a global issue. In Vietnam, integrating human rights content into subjects and extracurricular activities has been implemented in a number of schools.
To improve the effectiveness of human rights education in schools, it is recommended to develop an independent human rights subject, include it in the official and unified education program in the national education system; integrate human rights content into subjects while applying modern and diverse teaching methods such as clubs, seminars, talks, and volunteer activities for students to practice human rights values; train and develop teaching staff; strengthen international cooperation, learn from experiences from other countries to improve the quality of research and teaching.

Associate Professor, Dr. Dang Dung Chi, former Director of the Institute of Human Rights, Ho Chi Minh National Academy of Politics, said that human rights education contributes to shaping the qualities and ethics of the young generation of Vietnam. In particular, educating the young generation about human rights needs to be transformed from awareness to behavior. Through human rights education, the young generation will clearly understand their rights and obligations, respect the law and the rights of others; understand profound human values, sympathize and share with difficult circumstances, respect differences in culture, beliefs and viewpoints...

Lieutenant General, Associate Professor, Dr. Phan Xuan Tuy, Director of the People's Public Security Academy, shared about human rights education at current police academies and schools and solutions to improve effectiveness. In particular, he emphasized the role and responsibility of police schools in protecting human rights according to the functions and tasks of the People's Public Security force.
Prof. Dr. Pham Hong Quang, Chairman of the Council of Thai Nguyen University, also proposed to increase "antibodies" for people in the digital society, especially when hostile forces take advantage of human rights issues; fight against "side effects" in the digital society; the risk of "turning off the brain, turning on GPT chat"... Along with that, it is necessary to change to a new approach to sustainable human rights education through green education and digital education.

Associate Professor Dr. Do Hong Cuong, President of Hanoi Capital University, also emphasized the importance of the relationship between humanities education and human rights education. To do this well, it is necessary to ensure fairness in access to education; innovate teaching methods towards focusing on necessary skills, especially soft skills; effectively use information technology and social networks; build a positive and creative educational environment, in which teachers are equipped with knowledge and skills to teach human rights; promote support policies to develop humanities education associated with human rights...

Speaking at the closing ceremony of the workshop, Lieutenant General, Professor, Dr. Tran Minh Huong, Director of the People's Police Academy, affirmed: Today's workshop is not only an academic forum but also an opportunity to affirm a strong commitment to promoting human rights education in Vietnam.
The ideas and solutions presented at the workshop will contribute to making human rights education an official, unified program in the national education system, in line with the direction of Prime Minister Pham Minh Chinh at the National Conference on Human Rights Education in 2024.
