Even unskilled laborers need to know English.
Mr. Vo Tan Duc, Acting Chairman of the People's Committee of Dong Nai province, said that according to the plan, Long Thanh Airport (phase 1) is expected to officially begin operations in September 2026, so it is necessary to calculate the human resources needed to serve it from now on. Specifically, when Long Thanh Airport becomes operational, it will need 13,769 workers (5 PhDs; 405 Master's degree holders; 5,393 university graduates; 2,249 college and vocational school graduates; 3,816 elementary school graduates and 1,901 unskilled laborers). "Personnel for aviation is a specialized profession with specific requirements and needs to be licensed by specialized agencies. Currently, there are 25 units nationwide that meet the requirements for training in the aviation field, but none are located in Dong Nai, so it is necessary to plan and coordinate to train personnel for Long Thanh Airport," Mr. Duc said.
Mr. Nguyen Xuan Phong, Head of the Long Thanh International Airport Operation Preparation Board (under the Vietnam Airports Corporation - ACV), stated that Phase 1 alone requires approximately 11,000-12,000 staff and workers (excluding port authorities, customs, border police, international health quarantine forces, and animal and plant quarantine personnel). Subsequently, depending on the level of automation technology application during the operational phase, the necessary human resources for Long Thanh Airport's operation will be adjusted accordingly.
"Regarding competency and professional requirements, managerial staff must have a full-time university degree and a minimum English proficiency of TOEIC 500 or equivalent. Skilled workers must have a full-time university or college degree and a minimum English proficiency of TOEIC 400 or equivalent. For unskilled laborers, a high school diploma or higher is required, along with a minimum English proficiency of TOEIC 300 or equivalent," Mr. Phong stated.

Many schools are committed to meeting the workforce needs.
At a recent conference on training human resources for Long Thanh Airport operations organized by the Dong Nai Provincial People's Committee, leaders from many universities and colleges in the province and Ho Chi Minh City committed to meeting the workforce demand. Dr. Dinh Cong Khai, Deputy Director of the University of Economics Ho Chi Minh City, pledged to train human resources in related fields for Dong Nai such as logistics, tourism, urban planning and smart cities, leadership and economic management, etc.
"The opening of Long Thanh Airport is an opportunity for Dong Nai to enhance its position on the economic map of Vietnam and internationally. Therefore, training human resources that are quick, responsive, and adaptable to the new context is something that cannot be delayed any longer. The University of Economics Ho Chi Minh City wants to cooperate in training human resources with in-depth professional knowledge and skills to meet the requirements when Long Thanh Airport becomes operational," Dr. Khai affirmed.

Similarly, representatives from Lilama 2 International College of Technology (Long Thanh District, Dong Nai Province) stated that they proactively signed a cooperation agreement with Vietjet Aviation Academy (June 2023) to train human resources in the aviation sector, such as aircraft and aircraft equipment maintenance and repair personnel; flight dispatch and operations personnel; aviation equipment and vehicle operators operating in restricted areas of airports; and ground handling personnel serving flights. To participate in these programs, students must achieve a minimum TOEIC English proficiency level of 450.
Currently, Dong Nai province has 5 universities and 15 colleges and vocational schools with a capacity to enroll and train 20,000-25,000 students. However, these training institutions do not yet meet the requirements for training in aviation-related fields as stipulated by the Vietnam Civil Aviation Authority. In this context, according to Associate Professor Dr. Nguyen Vu Quynh, Vice Rector of Lac Hong University, collaboration with educational investors specializing in aviation would be more effective than establishing new schools.
With the advantage of being located near Long Thanh Airport, Associate Professor Pham Van Song, Rector of the Eastern University of Technology, also committed to training a range of professions for students to meet the standards for serving Long Thanh Airport. However, Mr. Song suggested that relevant authorities should provide specific information on the needs of each profession, job positions, and required knowledge and skills for workers at each stage of Long Thanh Airport's development; work with the university to build and improve short-term and long-term training programs; and provide support in terms of leading experts to participate in teaching, guiding practical training, and internships for students…
If the workforce is not well-prepared, it's easy to pay the price…
Mr. Nguyen Hong Linh, Secretary of the Dong Nai Provincial Party Committee, stated that human resources for Long Thanh Airport are only a small factor; Dong Nai must prepare for the entire airport region. "Long Thanh Airport covers 5,000 hectares, but there are 30,000 hectares of surrounding development. Long Thanh is a future airport city with surrounding high-tech industrial zones, logistics operations, retail industries, tourism, etc. Therefore, we must not only prepare human resources for Long Thanh Airport but also for the development of the entire airport region. Internationally recognized airports all require well-trained personnel before they can be put into operation. If we don't prepare thoroughly, we will make mistakes during the development process, and it's very easy to pay the price. Therefore, we cannot be careless in human resource training," Mr. Linh emphasized.
Secretary of the Dong Nai Provincial Party Committee Nguyen Hong Linh and a delegation of provincial leaders inspected Long Thanh Airport in February 2024.
Therefore, the Secretary of the Dong Nai Provincial Party Committee encouraged universities in the province to collaborate with specialized aviation universities to open more departments and majors in aviation training, in order to improve both the quality and quantity of training.
The Long Thanh airport project is divided into three phases. In phase 1, Long Thanh airport has a capacity to serve 25 million passengers per year and 1.2 million tons of cargo per year. When fully completed, Long Thanh airport will have 4 runways, 4 passenger terminals, and synchronized supporting facilities, with a capacity of 100 million passengers per year and 5 million tons of cargo per year.
