Preparing to collect tolls on 5 state-invested highways

According to the Ministry of Construction, these 5 expressways will be exploited for a period of 7 years from the date of commencement of toll collection. The exploitation method is determined by the asset management agency directly organizing the exploitation of road traffic infrastructure assets.

The Vietnam Road Administration is assigned to collect tolls for the above-mentioned expressways after meeting the conditions specified in Decree No. 130/2024 of the Government. In addition, it organizes and manages the collection of tolls for using expressways in accordance with current laws.

Vietnam Road Administration said that, implementing the provisions of the Road Law on revenue from road infrastructure paid to the State budget, the unit has developed a Project on exploiting expressway traffic infrastructure assets and submitted it to the Ministry of Construction for approval.

Currently, there are 12 expressways that are owned by the State and directly managed and operated under the management of the Ministry of Construction. Based on the progress of construction of rest stops and intelligent traffic systems, the Vietnam Road Administration proposed to collect tolls on 5 expressways: Mai Son - National Highway 45, National Highway 45 - Nghi Son, Nghi Son - Dien Chau, Vinh Hao - Phan Thiet and Phan Thiet - Dau Giay.

Fee from 900 - 1,300 VND/km

Regarding the fee, for the 4 expressways with 4 lanes, with intermittent emergency lanes: Mai Son - QL45, QL45 - Nghi Son, Nghi Son - Dien Chau, Vinh Hao - Phan Thiet that do not fully meet the requirements specified in the Road Law, the fee will be 900 VND/km.

Phan Thiet - Dau Giay Expressway fully meets the regulations on conditions for toll collection (the expressway has 4 lanes, with continuous emergency lanes) and will have a toll of 1,300 VND/km.

For 7 expressways that are not yet eligible for toll collection, including: Hanoi - Thai Nguyen, Lao Cai - Kim Thanh, Cao Bo - Mai Son, Cam Lo - La Son, La Son - Tuy Loan, Ho Chi Minh City - Trung Luong, My Thuan - Can Tho (including My Thuan 2 bridge), the Vietnam Road Administration is researching to continue to develop an exploitation project in the next phase.

Regarding exploitation methods, according to regulations, there are 4 exploitation methods applied to infrastructure assets: Asset management agencies directly organize the exploitation of road traffic infrastructure assets; transfer of toll collection rights; lease of asset exploitation rights; and limited-term transfer of asset exploitation rights.

Based on the assessment of the advantages and disadvantages of each method and to meet the progress of implementing toll collection for using state-invested highways, the Vietnam Road Administration proposes to exploit highway assets in the manner that the agency assigned to manage infrastructure assets directly organizes the exploitation.
