On May 15, the National Assembly heard the Submission and Verification Report on the draft Resolution on mechanisms and policies for private economic development.
This is an important step in institutionalizing Resolution No. 68-NQ/TW of the Politburo , creating breakthrough changes, unlocking resources and creating new momentum for the private economic sector.
The resolution is built on five core principles.
Authorized by the Prime Minister, Minister of Finance Nguyen Van Thang presented the Report on the draft Resolution. The key objective of the Resolution is to promptly institutionalize the Party's policies and guidelines stated in Resolution No. 68-NQ/TW to improve the investment and business environment, support pioneering enterprises, and reach international standards in order to create "pushes, levers, and fulcrums" to create new momentum, liberate resources, and productivity of the private economy.
To realize this goal, the Resolution is built on five core viewpoints. The first is to fully and promptly institutionalize, ensuring that the guidelines, viewpoints, mechanisms and policies in Resolution No. 68-NQ/TW are transformed into outstanding legal regulations, removing bottlenecks in private economic development, and can be deployed, applied and promoted effectively in practice.
The second is to prescribe a number of special mechanisms and policies for private economic development under the decision-making authority of the National Assembly, which are different from the provisions of current law or have not been specifically prescribed.
Third, closely follow the direction and comply with the spirit of Conclusion No. 119-KL/TW of the Politburo, clearly distinguishing legislative authority and regulatory authority according to the provisions of the Law on Promulgation of Legal Documents.
Fourthly, it is necessary to stipulate special mechanisms and policies for private economic development to mobilize and diversify resources and liberate social resources, focusing on rapidly developing socio-economic infrastructure to meet the requirements of double-digit economic growth in the next period.
Finally, feasibility ensures that the promulgated legal policies are constitutional, legal, and consistent with the legal system; compatible with international treaties to which Vietnam is a member; feasible and appropriate with State resources.
Minister Nguyen Van Thang also informed that the process of building the Resolution was carried out urgently and methodically with the participation of many ministries, branches, experts and the business community.
"Immediately after Resolution No. 68-NQ/TW was issued by the Politburo, the Ministry of Finance urgently implemented a series of tasks, from collecting opinions from ministries, branches, and localities, to organizing seminars and conferences to consult with relevant agencies, the business community, business associations, experts, and scientists. We also held many meetings with the National Assembly's Economic and Financial Committee for discussion," the Minister of Finance shared.
Specifically, the draft Resolution is structured into 7 Chapters and 17 Articles, focusing on institutionalizing urgent tasks and solutions that have a great impact on the confidence and operations of the private economic sector.
The contents are classified into 5 major policy groups: Creating a transparent and fair business environment, minimizing risks and compliance costs for businesses; Supporting access to land resources and production and business premises: Removing difficulties in accessing land, creating conditions for businesses to expand their scale and improve production capacity; Supporting finance, credit and public procurement, through increasing access to capital, reducing borrowing costs and expanding opportunities to participate in public procurement packages for private enterprises; Supporting science, technology, innovation, digital transformation and human resource training, through policies to encourage businesses to invest in R&D, apply new technologies and improve the quality of human resources; Supporting the formation of medium and large enterprises, pioneering enterprises by creating conditions for private enterprises to grow and become large-scale economic groups in the region and globally.

Simple procedures for business operations
Presenting the Audit Report, Chairman of the Economic and Financial Committee Phan Van Mai expressed his agreement with the necessity of issuing the Resolution according to shortened procedures.
The Chairman of the Economic and Financial Committee affirmed that the issuance of the National Assembly's Resolution on a number of mechanisms and policies for private economic development is consistent with the Party's guidelines and policies... on removing institutional "bottlenecks" and perfecting the legal framework to promote the development of the private economy to become the most important driving force of the economy.
Mr. Phan Van Mai emphasized that submitting to the National Assembly for consideration and decision the Resolution on outstanding mechanisms and policies for private economic development is a specific task directly assigned by the Politburo, and is an especially urgent requirement to contribute to the implementation of the goals set out in Resolution No. 68-NQ/TW.
To ensure the quality of the draft Resolution, the Economic and Financial Committee has made many detailed comments, focusing on the issues. Regarding the full institutionalization of policies and orientations, the Committee requested the drafting agency to continue reviewing and fully institutionalizing the policies and orientations approved according to the resolutions and conclusions of the Party and the Politburo.
Regarding the scope of regulation, the Economic and Financial Committee agrees with the scope of regulation of the Resolution and the scope of institutionalization of Resolution No. 68 in the draft Resolution and at the same time requests the Government to direct the agencies in charge of drafting other draft laws and resolutions to submit to the National Assembly at the 9th Session to urgently review and study the contents of Resolution No. 68 to immediately institutionalize them in these draft laws and resolutions.
In addition, the Committee assessed that the draft Resolution dossier is eligible to be submitted to the National Assembly for consideration and approval at the 9th Session. The Committee affirmed that the content of the draft Resolution is consistent with the provisions of the Constitution, ensuring requirements on national defense, security and compatibility with international treaties.
Particularly regarding the necessity, rationality of administrative procedures, feasibility and resources, the report highly appreciates the draft Resolution's setting out principles and policies in a more favorable direction, applying simpler procedures and processes for the operations of enterprises, business households and individual businesses.
