On May 23, at the 24th session (special session) of the People's Council of Binh Dinh province, Mr. Ho Quoc Dung, Secretary of the Provincial Party Committee, Chairman of the People's Council of Binh Dinh province, affirmed that the province is focusing all its efforts on restructuring the apparatus and promoting socio -economic development. According to the roadmap, by July 2025, the district-level arrangement will be completed, moving towards operating under a two-level government model.
Currently, the entire provincial political system is reviewing and preparing day and night for this important transition. It is expected that the province will form 58 new administrative units at the commune and ward levels. The Provincial Party Committee Standing Committee has agreed on a list of key officials expected to be assigned to these units.
"Despite many concerns, the province is still determined to implement personnel work to ensure the new apparatus operates effectively and stably. Commune-level cadres are expected to have their capacity enhanced. However, if they fail to complete their tasks within a year, key commune-level cadres will be transferred or demoted," said Mr. Ho Quoc Dung.
In the coming period, the province will strengthen decentralization and delegation of power to the commune level. Administrative procedures related to people and businesses such as issuing red books, personal papers... will be handled directly by the commune level.
The Secretary of the Binh Dinh Provincial Party Committee requested that departments, branches, sectors and localities make maximum efforts, especially leaders of districts, towns and cities must simultaneously carry out well the arrangement of organizational apparatus and maintain the momentum of socio-economic development.
"Department directors need to act decisively and arrange reasonable time to focus on work. The Secretary and Chairman of the province must also directly participate. At this time, we must not be negligent but must focus all our efforts on key tasks. We are on the right track, but if there are delays, departments and branches need to promptly handle them. If there are further delays, we must review and move towards handling responsibilities because such delays will affect the entire system," Mr. Ho Quoc Dung emphasized.
More than 1,700 billion VND allocated to build runway number 2 at Phu Cat airport
At the meeting, delegates voted to pass 10 important resolutions on socio-economic development and mechanisms and policies. Among them were breakthrough resolutions such as: Resolution on allocating local budget capital to implement the Project of building runway No. 2 and synchronous works at Phu Cat Airport's flight area...
Specifically, Binh Dinh province will allocate VND1,746 billion to complete the project of building runway No. 2 at Phu Cat airport. When completed, this project will contribute significantly to the province's double-digit growth target.
According to the decision approving the investment policy, the project has a total investment of 3,246 billion VND. Of which, the source of increased central budget revenue is 1,500 billion VND, the rest is from the local budget.
The project is assigned to the Binh Dinh Provincial Transport Project Management Board for implementation, with an investment period from 2025 to 2028; ensuring safe and effective civil aviation operations. At the same time, runway No. 1 is always ready to serve military units in combat. The project is expected to start construction on August 19.
The project is completed, ensuring the reception of code C aircraft such as A320, A321; can receive code E aircraft when needed.
