Expanding criteria and beneficiaries of social housing policies.
The announcement stated: The real estate market plays an important role in the economic "ecosystem", affecting the production chain, capital market, credit, labor, etc. Therefore, in recent times, the National Assembly, the Government, and the Prime Minister have focused on directing the completion and removal of institutional and planning bottlenecks; resolving difficulties and obstacles to promote healthy and sustainable development.
Although indicators and assessment reports show recovery and growth, the real estate market still reveals shortcomings and limitations, including: the real estate supply is still lacking, the product structure according to market demand lacks products in the mid-range and social housing segments; real estate prices in urban areas are too high compared to people's income; access to housing, especially mid-range and social housing, is still difficult, there is still a situation of "price manipulation and price inflation" pushing land prices too high, etc.
The main reasons are: delays in legal policies, administrative procedures (on zoning approval, detailed planning, investment procedures, land valuation) are still prolonged; access to credit; many projects have problems that are slow to be resolved, lack of information systems, market transaction data, market forecasts, and state regulatory tools have not been effectively implemented.
In order for the real estate and housing market to develop healthily and sustainably, ensuring that people's housing needs are met, the Deputy Prime Minister requested the Ministries of Construction, Finance, Agriculture and Environment and the State Bank of Vietnam to urgently review problems, conflicts, overlaps, and transitional regulations in Laws, Decrees, and Circulars to propose amendments to ensure transparency, ease of understanding, and ease of implementation.
Evaluate the entire real estate project implementation process
The Deputy Prime Minister requested that the entire process of implementing real estate projects from appraisal and approval of zoning plans, detailed plans, investment procedures, land price determination, technical design, basic design, construction drawings, construction permits be evaluated to simplify, integrate, and combine procedures, shorten compliance time and costs; ensure clear responsibilities of each agency; and carry out procedures in an electronic environment, smoothly, transparently, and effectively.
Provide timely guidance to localities on the unified application of laws, especially transitional provisions of land, investment, planning, and housing laws, to accelerate the implementation of projects to quickly release state investment resources, social resources, and land resources.
The Deputy Prime Minister requested the Ministry of Construction to urgently build and establish a database system and information on the real estate market, including: data on real estate transactions, real estate prices, analysis and forecast of market supply and demand so that the State can proactively regulate the market through: planning, plans, programs, urban and housing development plans to regulate supply; adjust the progress and structure of real estate project products; manage financial and credit policies, use tax tools suitable to the market situation in each period. Research and develop real estate transaction centers suitable to the location and transaction subjects.
The Ministry of Construction shall coordinate with the Ministry of Finance and the Ministry of Agriculture and Environment to propose tax policies for real estate projects that are slow to be implemented, left fallow, causing waste of social investment resources and land resources; take the lead in coordinating with the Ministry of Finance and relevant ministries and branches to study the integration of investment procedures, approval of basic designs, technical designs, fire prevention and fighting, etc. into construction permits to shorten investment and construction time.
The Ministry of Construction urgently studies and issues standard designs for social housing, expands criteria and beneficiaries of social housing policies, and approaches to renting, renting-purchasing, and buying.
The Ministry of Construction shall preside over and coordinate with ministries, branches and localities to synthesize difficulties, make recommendations and propose solutions to report to the Steering Committee and submit to the Government for consideration and issuance of a Resolution to promote the development of a healthy real estate market.
Preventing speculative behavior and land price inflation
The Ministry of Agriculture and Environment shall preside over and coordinate with the Ministry of Finance to review land regulations, especially on administrative procedures, land valuation, assign tasks to qualified public service units to provide price determination consultancy when no land price consultancy is selected, land access, and transitional regulations to submit to the Government a revised and supplemented Decree in June 2025.
Urgently complete the construction of a land price database for each plot of land based on value zones and standard plots, moving towards applying a single land price, ensuring transparency and fairness, as a basis for implementing real estate tax policies, and preventing speculation and price inflation.
Research on taxation of fallow land, slow-moving real estate and housing projects
The Deputy Prime Minister requested the State Bank of Vietnam to preside over and coordinate with the Ministry of Construction, the Ministry of Public Security and relevant agencies to review and evaluate bad debts related to real estate and housing to find appropriate solutions to ensure safety for the banking system. Research to expand the subjects accessing preferential credit for investors and people in implementing social housing policies.
The Ministry of Finance shall preside over and coordinate with the Ministry of Construction and the State Bank of Vietnam to study the taxation of fallow land, real estate projects, and housing projects that are slow to be implemented; to avoid the situation of double taxation.
Reviewing completed resettlement housing and commercial projects that are not in use to convert them into social housing.
The Deputy Prime Minister requested the People's Committees of provinces and cities to focus on resolving difficulties and obstacles for real estate projects, reviewing and classifying projects with legal problems similar to those specified in Resolution No. 170/2025/QH15 of the National Assembly so that when the National Assembly allows the expansion of the scope of application, it can be implemented immediately.
Based on demand forecasts, proactively prepare land funds for social housing development in addition to 20% of land funds from commercial housing projects to avoid shortages in some places and surpluses in others; proactively review resettlement housing projects and completed but unused commercial housing projects to propose to competent authorities for permission to convert to social housing.
The Ministry of Construction - Standing Agency of the Central Steering Committee on housing policy and real estate market presided over and coordinated with the Government Office to organize a Steering Committee meeting on the operation situation and implementation of activities in the second quarter of 2025.
