The collection, creation, updating, connection, sharing, management, exploitation and use of the Database on domestic violence prevention and control are carried out uniformly nationwide through the software for managing the Database on domestic violence prevention and control.
According to Decree 110/2025/ND-CP, the Database on Domestic Violence Prevention and Control is a collection of information on state management of domestic violence prevention and control as prescribed in Article 46 of the Law on Domestic Violence Prevention and Control.
Contents of state management information on domestic violence prevention and control include:
1. Information on promulgation, submission to competent authorities for promulgation and implementation of policies, laws and plans on prevention and control of domestic violence;
2. Information on information, propaganda, dissemination and legaleducation on prevention and control of domestic violence;
3. Information on violations of the law in preventing and combating domestic violence;
4. Information on domestic violence cases and conflict and dispute resolution in preventing and combating domestic violence;
5. General information about victims of domestic violence and perpetrators of domestic violence who are Vietnamese citizens residing in Vietnam;
6. General information about victims of domestic violence and perpetrators of domestic violence who are foreigners residing in Vietnam;
7. General information about people working in domestic violence prevention and control, population collaborators participating in family work and domestic violence prevention and control in the community;
8. General information about agencies, organizations and individuals violating the provisions in Clauses 2, 3, 4, 5, 6 and 7, Article 5 of the Law on Prevention and Control of Domestic Violence;
9. Information on measures to prevent, protect, support victims of domestic violence, and educate people who commit acts of domestic violence;
10. Information on facilities supporting the prevention and control of domestic violence, models for the prevention and control of domestic violence;
11. Information on training and development of people working in domestic violence prevention and control;
12. Information on scientific research and international cooperation on preventing and combating domestic violence;
13. Information on commending individuals and groups with outstanding achievements in preventing and combating domestic violence;
14. Information on inspection, examination, settlement of complaints and denunciations of violations of the law on prevention and control of domestic violence;
15. Information on handling violations of the law on preventing and combating domestic violence;
16. Information and data generated from the process of implementing solutions to improve the effectiveness of state management on domestic violence prevention and control as prescribed in Article 46 of the Law on Domestic Violence Prevention and Control.
The Decree clearly states: The above information and data are regularly and continuously updated in the Database on domestic violence prevention and control according to the provisions of law.
The Ministry of Culture, Sports and Tourism shall preside over and coordinate with ministries, branches and People's Committees at all levels to organize the operation of the software to manage the Database on domestic violence prevention and control to serve the activities of collecting, creating, updating, connecting, sharing, managing, exploiting and using the Database on domestic violence prevention and control in accordance with the provisions of law.
Providing information and data to protect and support victims of domestic violence; preventing acts of domestic violence
The Decree clearly states that information on state management of domestic violence prevention and control is collected, created, updated, connected, and shared during the implementation of state management activities on domestic violence prevention and control at the central and local levels.
The collection, creation, updating, connection, sharing, management, exploitation and use of the Database on domestic violence prevention and control are carried out uniformly nationwide through the software for managing the Database on domestic violence prevention and control in order to:
Serving the requirements of state management, developing policies on preventing and combating domestic violence; providing information and data to protect and support victims of domestic violence; preventing acts of domestic violence; handling violations of the law on preventing and combating domestic violence.
Shorten the time and reduce resources for implementing the process of collecting and reporting information and data on domestic violence prevention and control, promptly provide information and evidence to serve the needs of management, research, and evaluation of policy effectiveness, and improve the reliability of information and data on domestic violence prevention and control.
Simplify administrative procedures, promote decentralization and delegation of authority in collecting, creating, updating, connecting, sharing, managing, exploiting and using information in the Database on domestic violence prevention and control, providing online public services on domestic violence prevention and control, serving the information access needs of agencies, organizations and individuals according to the provisions of law.
Information in the Database on Domestic Violence Prevention and Control provided by competent state agencies has legal value determined as follows:
Information in the Database on Domestic Violence Prevention and Control is provided by competent authorities in the form of data messages with legal value according to the provisions of law on electronic transactions.
Information in the Domestic Violence Prevention and Control Database is connected and shared with national databases, specialized databases, the National Data Center, databases, and other information systems of state agencies through the Data Sharing and Coordination Platform, the National Data Sharing and Integration Platform, the National Document Interconnection Axis, the Ministry-level and Provincial-level Data Sharing and Integration Platform, the Internet, computer networks, and information systems, and is expressed in the form of legally valid data messages in accordance with the provisions of law on electronic transactions.
Information in the Domestic Violence Prevention and Control Database is the basis for competent state agencies to consider applying measures to prevent, protect, and support victims of domestic violence, and handle violations of the law in preventing and controlling domestic violence; provided by competent state agencies through the Domestic Violence Prevention and Control Information Portal at the central and local levels, and is valuable for research, study, and reference.
It is strictly forbidden to access the Domestic Violence Prevention Database system, disclose private life information, and personal secrets.
The Decree strictly prohibits agencies, organizations and individuals from illegally accessing the Database on Domestic Violence Prevention and Control; falsifying information; illegally changing, deleting or destroying data; disclosing information about private life, personal secrets and family secrets in violation of the law; illegally copying information, providing false information; or obstructing the stable, continuous and smooth operation of the Database on Domestic Violence Prevention and Control.
Agencies, organizations and individuals committing one of the above acts, depending on the nature and severity of the violation, may be subject to administrative sanctions, disciplinary action or criminal prosecution in accordance with the provisions of law.
The Decree takes effect from July 10, 2025.
