The National Assembly voted to pass the Resolution of the National Assembly on supplementing the regular expenditure budget (foreign non-refundable aid) in 2025.
Accordingly, the National Assembly agreed to supplement the central budget revenue estimate for 2025 from foreign non-refundable aid capital of VND 4,327,121 billion and supplement the regular expenditure estimate for 2025 from foreign non-refundable aid capital of VND 4,327,121 billion for ministries, central and local agencies as submitted by the Government .
The National Assembly requested the Government to direct the review and take responsibility for the accuracy of data and proposed content, ensure that the budget supplements for ministries, central agencies and localities are completed in accordance with procedures, comply with standards, norms, spending regimes and conditions for budget supplements, and assign foreign aid capital in accordance with legal regulations; ensure effective and proper use, and avoid loss, waste and negativity.
Previously, on May 19, under the authorization of the Prime Minister, Minister of Finance Nguyen Van Thang presented a report on supplementing the State budget estimate for regular expenditures from foreign non-refundable aid in 2025.
Accordingly, the total need to supplement the state budget estimate for regular expenditures (foreign non-refundable aid capital) in 2025 for agencies with a capital of VND 4,327,121 billion.
The Ministry of Health accounts for the majority, with VND4,080.65 billion, to settle COVID-19 pandemic aid. In addition to the Ministry of Health, many other ministries, sectors and localities also proposed to supplement the State budget for regular expenditure from aid capital with a total amount of VND246.471 billion.
Specifically, the Ministry of Agriculture and Environment proposed to add 126.625 billion VND for economic development, focusing on supporting the recovery of the consequences of Typhoon Yagi; the Ministry of Science and Technology proposed to add 19.18 billion VND for science and technology and education and training; the Ho Chi Minh National Academy of Politics proposed to add 4.392 billion VND for education and training.
In addition, the Vietnam Women's Union, the Vietnam Union of Friendship Organizations, and the Vietnam Red Cross Central Committee also proposed additional budgets to carry out social security activities and administrative management.
At the local level, the People's Committee of Da Nang city proposed to add 11,708 billion VND; the People's Committee of Son La province proposed to add 8,895 billion VND for social security activities and economic career.
Presenting the audit report, Chairman of the Economic and Financial Committee Phan Van Mai said that the Government's proposal is well-founded and consistent with the 2022 financial settlement appraisal minutes of the Ministry of Finance and the conclusion of the State Audit Team. On that basis, the Committee agreed with the plan to supplement the budget estimates for ministries, branches and localities as proposed by the Government.
