Many bright spots in the work of PBGDPL

Director of the Department of Justice of Tay Ninh province Pham Van Dang said that the work of legal dissemination, grassroots mediation, legal access standards, legal aid and legal support for businesses of the People's Committee of Tay Ninh province in 2024 and the first quarter of 2025 has many outstanding results.

Regarding legal dissemination work, in 2024, the whole province organized nearly 10,350 oral legal dissemination sessions for nearly 465,300 people from all walks of life, sectors and people.

In addition, all levels and sectors have also increased propaganda and legal dissemination in many forms, such as: integrating legal dissemination through citizen reception; during the trial and mediation of cases; organizing legal knowledge competitions; propaganda on banners, social networking sites... In particular, increasing the application of information technology and digital transformation to make legal dissemination work widespread and timely.

In the first quarter of 2025, the Provincial Legal Education Coordination Council organized a conference to deploy a number of Laws recently promulgated by the National Assembly in 2024 for reporters, legal propagandists and legal officials.

Legal support for enterprises in Tay Ninh province in 2014 was also a highlight. Tay Ninh Provincial People's Committee directed departments and branches to increase information and post legal documents of the Central Government on new contents related to policies to support small and medium enterprises such as: Criteria for determining small and medium enterprises; principles for implementing legal support for small and medium enterprises... on the electronic information pages of departments, branches and the province; at the same time, directed the Department of Industry and Trade to regularly update documents and instructions related to the management field of the industry...

Thereby, it partly supports and resolves the shortcomings, difficulties and obstacles of enterprises in production and business activities such as fees and charges to continue to resolve difficulties and support production and business activities; guides the establishment, management and use of industrial promotion funds. In addition, the Provincial People's Committee issued 3 related legal documents to guide and specify regulations, creating a solid legal corridor for small and medium enterprises to operate.

At the same time, the province also sent civil servants to attend training courses for legal support workers on innovating approaches to businesses and innovating legal support methods for businesses.

At the same time, disseminate knowledge, information, and legal regulations on food safety, gasoline, gas, and legal regulations on import and export of goods for businesses in the province; commodity standards in border trade activities... for businesses and cooperatives.

In addition, the People's Committee of Tay Ninh province has directed the Department of Justice to develop and deploy legal support documents for small and medium-sized enterprises, related to contents such as legal regulations on conditions, criteria, scale, and ratio of public land area to separate into independent projects in the province; support levels for regular agricultural extension activities; policies to encourage enterprises to invest in agriculture and rural areas, etc.

Diversify forms of legal education and communication on legal aid

At the working session with the People's Committee of Tay Ninh province on May 23, Deputy Minister of Justice Nguyen Thanh Ngoc emphasized that the province has paid attention to the work of legal dissemination and education and achieved many positive results; especially in strengthening the work of guiding and directing legal dissemination and education on practical issues of interest to the people and public opinion; diversifying the forms of legal dissemination and education.

Faced with the requirement to build and perfect the rule of law State in the new period in the spirit of the Resolution of the 13th Party Central Committee, the Resolution promulgating the Government's Action Program, especially Resolution No. 66-NQ/TW dated April 30, 2025 of the Politburo on innovation in law-making and enforcement to meet the requirements of national development in the new era, it is necessary to continue to innovate and improve the effectiveness of legal dissemination and education work, with the orientation of taking people as the center.

Therefore, Deputy Minister of Justice Nguyen Thanh Ngoc suggested that Tay Ninh province pay attention to and implement well 8 contents. Firstly, promote the position, role and responsibility of the Coordination Council for Legal Dissemination at all levels in general, the responsibility of the Council's member agencies in particular in implementing Party documents, closely following the assigned tasks in the Law on Legal Dissemination, the direction of the Government, the Prime Minister, the guidance of the Central Coordination Council for Legal Dissemination, the Programs and Projects of the Central Ministries and branches, promptly advise the Provincial People's Committee to lead and direct the implementation in the locality. Proactively grasp and remove practical difficulties and obstacles in legal dissemination work in the province.

Second, effectively implement and ensure the quality and progress of PBGDPL tasks and projects (Project 407 on policy communication, Project 977 on enhancing people's capacity to access the law, Project 279 on improving the capacity of legal reporters and legal propagandists in ethnic minority and mountainous areas...).

Focus on implementing policy communication "early and from a distance" according to the provisions of the Law on Promulgation of Legal Documents in 2025, especially policies that have a major impact on society. The agency in charge of proposing policies and drafting legal documents needs to issue and effectively organize a Policy Communication Plan...

Third, periodically train legal knowledge and skills in legal dissemination for legal reporters and propagandists, legal aid skills for legal aid providers, mediation skills for grassroots mediators, and coordination skills in providing legal aid in litigation activities.

Fourth, promote the role of each agency and unit in the local political system, step up coordination activities in organizing legal dissemination and education activities, providing legal aid, focusing on strengthening legal dissemination and education for special, disadvantaged groups, and religious people in the area...

Fifth, focus on the activities of the local Coordination Council for Legal Dissemination; review and evaluate difficulties arising from the provisions of the Law on Legal Dissemination, the Law on Mediation at Grassroots Level, and the Law on Legal Aid to propose amendments and supplements; promptly detect difficulties and problems, resolve them within their competence, and propose to the Ministry of Justice and the Central Coordination Council for Legal Dissemination for consideration and resolution.

Sixth, innovate and diversify forms of legal dissemination and education; communicate about legal aid. Strengthen the application of information technology and digital transformation in legal dissemination and education and legal aid.

Seventh, effectively implement the Project "Improving the capacity of grassroots mediators in the period 2024-2030"; perfect grassroots mediation teams after merging provincial and communal levels in the province, ensuring the building of a quality mediator team, professional and effective mediation activities; improve the effectiveness of grassroots mediation work...

Eighth, it is necessary to continue to pay attention to allocating adequate funding to improve the quality of legal dissemination and education work, legal aid, grassroots mediation, building commune-level standards for legal access, and supporting small and medium-sized enterprises to meet the current requirements of these fields.
