The Ministry of Education and Training announced the Draft Circular regulating the Advanced Education Program for specialized subjects for specialized high schools, in order to meet the requirements of discovering and nurturing students with talent and passion for specialized fields, while at the same time specifying the orientation of developing key education in the spirit of Resolution 29-NQ/TW, the 2019 Education Law and the 2018 General Education Program.
Standardize, improve quality and ensure equity in specialized education
The 2019 Law on Education and the General Education Program issued under Circular No. 32/2018/TT-BGDDT identify specialized education as an important part of the general education system, aiming to develop talents in a number of subjects on the basis of ensuring comprehensive general education, creating a source of talent training, meeting the development requirements of the country.
However, there is currently no separate legal document specifically regulating the content of the advanced training program for specialized subjects to ensure consistency in teaching organization between localities and educational institutions.
In the context of the country promoting innovation, digital transformation and deep international integration, the development of high-quality human resources, especially talented and highly qualified human resources, is becoming increasingly urgent.
Specialized high schools are places to train students with outstanding abilities, capable of participating in domestic and international intellectual playgrounds. The issuance of advanced education programs is the foundation to ensure quality, consistency and long-term strategic orientation for key education, meeting the requirements of developing key education in the context of innovation and integration.
Therefore, issuing an official program with clear orientation is a necessary step to standardize, improve quality and ensure equity in specialized education nationwide.

Comprehensive regulations and clear orientation on educational content
The draft Circular includes advanced education programs of 15 subjects taught at specialized high schools.
Accordingly, the draft Advanced Education Program for specialized subjects is built according to the principle of improving from the subject program prescribed in Circular No. 32/2018/TT-BGDDT, excluding expanded content beyond the subject knowledge content unit, international access, continuous innovation according to the world's access trend. The subject content contains topics that approach national and international content of interest, meeting the requirements of key training, talent selection, and meeting the national and international excellent student competitions.
The time for teaching advanced education content in specialized subjects is specifically regulated in the Draft Circular, specifically: Literature and Mathematics: 70 periods/school year; History, Geography, Physics, Chemistry, Biology and Informatics: 52 periods/school year; Foreign languages: English, German, Russian, French, Chinese, Korean and Japanese: 70 periods/school year. The advanced education program in specialized subjects has compulsory content and compulsory elective content accounting for about 20% of the advanced education program time.
Strengthening practical and experimental content for natural science subjects in each topic, promoting the exploitation of information technology and orienting students to specialize in exploiting and using AI technology.
The draft structure of the Program is clear, creating conditions for teachers to plan their teaching; knowledge in the core program, learning topics (regulated in the 2018 General Education Program) and advanced education topics are connected, inherited, innovated, and synchronized; creating novelty and appeal for both teachers and learners when conquering increasingly higher levels of knowledge.
Positive impact on teachers, students and the labor market
For teachers, the Advanced Program is academically and in-depth oriented, thus requiring teachers to improve their professional capacity, have broad and deep knowledge of the subject; be proficient in active teaching methods, integrated teaching, scientific research, and student capacity development; be able to guide students in carrying out learning projects, research, and participate in excellent student competitions and international competitions.
For gifted students, the Program creates an advanced academic environment, develops logical thinking, creativity, critical thinking, self-study, research, and academic presentation skills; ensures the ability to participate in excellent student competitions at all levels, international competitions, and high school science and technology research. The Program helps students determine their career path early and clearly through: extensive knowledge of the industry and field related to the subject; specialized career orientation studies.
The draft Circular creates a foundation for early training of potential human resources for key areas such as science and technology, innovation, social research, economics and finance, diplomacy, and elite education. Standardizing advanced education programs contributes to guiding students to careers that match their abilities and development trends; increasing the competitiveness of Vietnam's human resources.
