Expanding international aircraft approval recognition
Consolidated Document 16/VBHN-BXD was issued by the Ministry of Construction on the basis of consolidating Circular No. 03/2025/TT-BXD (amending and supplementing a number of articles of the Civil Aviation Safety Regulations in the field of aircraft and aircraft operations) with Circular No. 01/2011/TT-BGTVT previously issued by the Ministry of Transport.
The main content of the document is to amend Clause c, Article 3.030, Part 3 of the Civil Aviation Safety Regulations. The notable new point is to expand the list of aviation agencies recognized by Vietnam for approving and granting certificates for aircraft and aviation equipment.
In addition to the two previously recognized agencies, the US Federal Aviation Administration (FAA) and the European Aviation Safety Agency (EASA), the new list adds five international aviation authorities: Brazil, Canada, the Russian Federation, the United Kingdom, and China (CAAC).
Thus, Vietnam currently recognizes aircraft approval from 7 of the world's most prestigious aviation authorities.
Creating new legal corridors and development opportunities
According to the Civil Aviation Authority of Vietnam, the expansion of this list is in accordance with Article 33 of the Chicago Convention, ensuring that certificates and technical approvals of member countries are mutually recognized.
The new regulations are expected to create a clear legal corridor for the import, registration and exploitation of modern aircraft; at the same time, expand options for Vietnamese airlines in investing and exploiting their fleets.
In addition, the recognition of more international agencies helps shorten administrative procedures, reduce costs for businesses and increase the competitiveness of the aviation industry in the region.
Towards international standards and sustainable development
The Civil Aviation Authority of Vietnam assessed that the new regulation not only has technical significance but also represents a policy step forward in Vietnam's international integration process.
Airlines and passengers will have access to a variety of aircraft, suitable for operational needs and the characteristics of each route. This contributes to diversifying transportation services, stimulating tourism , trade and investment demand.
At the same time, standardizing processes and improving safety standards according to international practices also helps the Vietnamese aviation industry approach ICAO standards, increasing the ability to cooperate and recognize each other in the fields of engineering, maintenance and production of aviation equipment.
Affirming the integration position of Vietnamese aviation
Experts say that Vietnam being allowed to use the approval of 7 major aviation agencies is an important milestone, affirming its reputation and capacity to manage aviation safety in the region.
This is also a stepping stone for a long-term development strategy, helping Vietnam gradually participate more deeply in the global value chain of aircraft design, manufacturing and maintenance, moving towards mastering technology and promoting national aviation science.
The Civil Aviation Authority of Vietnam said that the industry's goal in the coming period is to comprehensively standardize according to international standards, improve monitoring capacity, ensure absolute flight safety and develop aviation into a driving force for socio-economic growth in the new era of integration.
