Instead of having to submit a request and wait for a long time to have a copy of the original certified as before, now Mr. Manh only needs about 5 minutes to log into his personal account on the Provincial Public Service Portal, go to the personal data warehouse to get an electronic copy stored on the system to complete the application.
Mr. Nguyen Van Dung in Quang Khai commune (Tu Ky) needs to certify his business registration certificate. After being informed and guided by the Tu Ky Justice Department, Mr. Dung saw the benefits and used the electronic copy certification service. "When certifying an electronic copy, the results are saved in my personal account on the Provincial Public Service Portal. Later, whenever I need to use it, I won't have to do it again. I find it very convenient and saves a lot of time, money, and travel effort," said Mr. Dung.
According to Ms. Do Thi Hang, Head of the Justice Department of Chi Linh City, after nearly 1 year of pilot implementation in the city, the service has brought many benefits to both state agencies and organizations and individuals. When receiving documents, civil servants do not have to enter documents on 2 different systems (previously, authentication on the National Public Service Portal had to be entered on 2 systems). Electronic results are saved in the personal and organizational data warehouse and are integrated and shared with the National Public Service Portal, making it convenient and easy to reuse data in performing other administrative procedures.
Kim Thanh is one of 9 localities that have just implemented electronic copy certification on the Provincial Public Service Portal since the end of September 2024. Up to now, the implementation of electronic copy certification on the Provincial Public Service Portal has been used by many organizations and people in the district. "With a certified electronic copy, with only one file, individuals can submit it for many administrative procedures provided in the electronic environment, for multiple uses, thus saving costs and time. For example, an electronic copy of a citizen's ID card can be submitted for birth, marriage, death, land, inheritance, and business registration procedures," said Mr. Nguyen Van Huan, Head of the Justice Department of Kim Thanh district.
Still difficult
According to a representative of the Department of Justice of Hai Duong province, from the end of 2023, the Government Office will issue a document requesting localities to perform electronic copy certification services on the Provincial Public Service Portal (previously performed on the National Public Service Portal).
To implement services on the Provincial Public Service Portal, the Departments of Justice, Information and Communications, the Provincial People's Committee Office and related units have prepared conditions for server infrastructure, application software, business processes, etc. The pilot on the Provincial Public Service Portal is carried out in 3 localities including Cam Giang, Kinh Mon town and Chi Linh city.
At the end of September 2024, the province continued to expand the pilot implementation of electronic copy certification services on the Provincial Public Service Portal in all remaining localities. To date, localities have mastered the use and processing of electronic certification procedures for organizations and individuals on the Provincial Public Service Portal. Since the end of 2023, nearly 50,000 electronic certification records have been processed in the province.
However, in reality, many people, organizations and businesses still do not fully understand the benefits and use of electronic certification services. When completing procedures at the "one-stop" department of Hien Thanh ward (Kinh Mon town), Ms. Nguyen Thi Lua was instructed to certify an electronic copy. Ms. Lua refused because she thought she did not need it. Furthermore, when she submitted her job application, the company where she submitted the application did not accept the electronic copy but had to submit a certified paper copy for easy checking and comparison. Similarly, Ms. Nguyen Thi Huyen in Cong Hoa commune (Kim Thanh) certified her birth certificate at the "one-stop" department of Cong Hoa commune online. However, with her personal smartphone, she could only take a photo of the original birth certificate and did not have a device to scan documents to submit.
Ms. Pham Thi Quy, an official of the Tu Ky Justice Department, said that to perform electronic copy certification, the first requirement is that people must have a level 2 citizen identification card. In reality, many citizens who come to do the procedures still do not meet this requirement. Meanwhile, there are citizens with level 2 identification, but during the usage process, their phone devices have changed, and they cannot update in time. In addition, the VneID system is not stable, making it difficult to process citizens' records. Many people do not have a bank account to pay on the Provincial Public Service Portal, and collecting fees and charges is also difficult. "Many people, organizations, and businesses are currently not interested in the electronic copy certification service. The use of electronic copies in handling administrative procedures is not popular, mainly using paper copies at agencies and units, so people still perform paper certification to submit when requested," Ms. Quy said.
