From the capital of Program 1719, the project to arrange and stabilize the population of Min and Luoc Lau villages, Muong Min commune (Quan Son) was invested in construction, arranging residential land for 81 households living in areas at high risk of natural disasters.
Accordingly, based on the provisions of law, the Provincial People's Council and People's Committee promptly assigned capital plans to units and People's Committees of districts and towns immediately after the Prime Minister assigned the budget and capital plans. On that basis, the People's Committees of districts, towns and related units have been proactive and flexible in arranging detailed capital for works and projects, promptly meeting the needs and directions for program implementation. At the same time, they have issued and implemented special mechanisms in investment management for small-scale projects with uncomplicated techniques.
In order to promptly remove difficulties and obstacles and speed up the disbursement of public investment capital in general and Program 1719 capital in particular, the Provincial People's Committee has established 5 working groups, headed by provincial leaders. Every month, the working groups have organized many working groups, conducted field inspections, promptly grasped and removed bottlenecks, directed and urged to accelerate the progress of construction and project implementation. Along with that, as the standing agency in organizing the implementation of Program 1719, the Department of Ethnic Minorities and Religions has strengthened inspection and supervision, promptly grasped the implementation situation, urged and guided localities to remove difficulties and obstacles, and speed up the progress of program implementation.
According to Deputy Director of the Department of Ethnic Minorities and Religions Le Minh Hanh: Through inspection and understanding, in general, the implementation of Program 1719 always ensures democracy, publicity, transparency, clearly defining goals and destinations. From there, selecting support contents and essential works in accordance with people's aspirations. During the implementation process, the Fatherland Front and local socio -political organizations have promoted their role and effectiveness in coordinating implementation, monitoring, evaluating, and social criticism, mobilizing the strength of the entire people, creating high consensus in implementing policies in general and Program 1719 in particular, contributing to creating positive changes in the appearance of ethnic minority and mountainous areas.
Along with that, local Party committees and authorities have also established working groups, regularly inspected the field, and synchronously implemented solutions to speed up the disbursement of capital for the program. For example, in Quan Son district, the Chairman of the District People's Committee has established working groups, regularly inspected, grasped the progress, and requested contractors to speed up the construction progress of projects in the scope, especially projects serving the goal of planning, arranging and stabilizing residents in areas at high risk of natural disasters... At the same time, relevant departments, offices, and localities are required to proactively coordinate with departments and branches to urgently complete investment procedures and processes, and quickly deploy projects in the field under the investment portfolio from Program 1719.
According to Deputy Director of the Department of Ethnic Minorities and Religions Le Minh Hanh, by the end of 2024, the province's goals and targets in implementing Program 1719 will be basically completed. As of April 30, 2025, the province has disbursed 1,568 billion VND, reaching 70.49% of the capital assigned by the Central Government to implement the program. Of which, disbursed development investment capital reached 943.16 billion VND (reaching 80.15% of the plan) and 625.75 billion VND of career capital (reaching 59.67% of the plan). Through the results of the program, it has contributed to promoting socio -economic development, improving and increasing people's income. In 2024, the poverty rate in ethnic minority and mountainous areas in 2024 will decrease to 8.6% (down 6.73% compared to 2023); Average income reached 44.39 million VND/person/year.
However, according to the assessment of the Department of Ethnic Minorities and Religions, by the end of 2025, Thanh Hoa will still have 3 difficult targets to achieve, including: the number of communes, villages, and hamlets that have escaped the extremely difficult area and the average income per capita. Specifically, 10 communes, 159 villages, and hamlets have escaped the extremely difficult area and the average income per capita has reached 66.2 million VND/year. The reason is that the number of extremely difficult communes, villages, and hamlets in the province is still large, mainly concentrated in remote areas with large areas, fragmented terrain, steep slopes, little agricultural land, harsh climate, often subject to flash floods; infrastructure is still lacking and weak; the rate of poor and near-poor households is still high; the quality of human resources is still limited...
Program 1719 is a humane policy, affirming the special attention of the Party and State to ethnic minorities and mountainous areas. And in the context of many difficulties and challenges right from the time of implementation, especially the impact of the COVID-19 pandemic, Party committees, authorities, the Fatherland Front and socio-political organizations from the province to the grassroots have proactively and resolutely organized implementation and achieved many positive results. However, the socio-economic reality in ethnic minority and mountainous areas of the province still faces many difficulties, requiring more drastic participation of Party committees and authorities along with the right and accurate policies with more effective solutions and methods. In particular, organizing diverse and rich forms and contents of propaganda suitable to the level of awareness, customs and practices, aiming to arouse the will to be self-reliant and self-reliant to escape poverty of the people is considered the most important solution...
