Identifying digital transformation (DXT) as an inevitable trend, a driving force for breakthroughs in the province's socio-economic development, many sectors and fields have been "taking shortcuts" in applying DXT to management, operations and daily life. The successes achieved in applying information technology (IT) and DXT are evidence of the province's strategic thinking and vision, contributing to serving people and businesses better and better.
With the motto “people and businesses are the center of the digital transformation process”, in recent times, the application of IT and digital transformation in the province has been implemented synchronously and effectively at all three levels, closely following the actual situation of the province. From here, the thinking and awareness of all levels, sectors and people about digital transformation have also changed in a positive direction.

Many areas of socio-economic life have shown profound and comprehensive changes thanks to investment and application of digital transformation such as medical examination and treatment, health insurance with chip-embedded Citizen Identification Cards (CCCD); replacing paper household registration books and temporary residence books with electronic forms; paying social insurance and pensions through bank accounts, etc.
Up to now, 100% of schools in the province have implemented cashless solutions through intermediaries and collection agencies; 100% of public medical examination and treatment facilities under the Department of Health have implemented cashless payments; 10,823/42,547 people in the province have received monthly pensions and social insurance benefits without using cash...
In addition, the province has deployed many digital transformation models in its direction, management, and effective service to serve the needs of people and businesses, such as the Provincial Police Department deploying and replicating the ASM accommodation notification model at 960 accommodation service establishments across the province with 61,225 check-ins and accommodation notifications; the model of collecting service fees for picking up and dropping off passengers in a cashless manner through the Transport Management Software System for vehicles entering and leaving the bus station of the Passenger Station Management Board has been applied by many transport units inside and outside the province...
In particular, the province has shown its determination and identified that only applying IT is the shortest and fastest way to effectively serve administrative reform and management and operation of Party committees and authorities. This determination is concretized by projects, mechanisms, policies, directives and operating documents to create a legal environment for digital transformation, which is an important premise for building and developing e-government, towards digital government.
Notable ones include Resolution No. 39 of the Provincial People's Council approving the Project to perfect e-government towards digital government of Vinh Phuc province, period 2021-2025; Directive No. 23 of the Provincial Party Standing Committee on strengthening the Party's leadership over the digital transformation process in the province; Decision No. 18 of the Provincial People's Committee on promulgating regulations on the responsibilities of heads of provincial State agencies in performing digital transformation tasks...
Up to now, the whole province has 1,865 administrative procedures (TTHC) and public services (DVC) online in full and in part; 1,294 online public services have been synchronized on the National Public Service Portal; the number of records and administrative procedures received online is increasing.
The province's shared, integrated platform has been completed, installed, and operated at the Provincial Information Infrastructure Center, connected to the National Data Sharing and Integration Platform and the National Document Interconnection Axis, ensuring readiness to connect to information systems and databases of central ministries, branches, and agencies and units in the province.

100% of the province's departments and branches have applied digital signatures in all professional tasks such as signing and issuing documents, fees and charges; applying digital signatures in handling administrative procedures...; maintaining and improving the application of the quality management system according to ISO 9001:2015 standards in the operations of agencies and units.
At the same time, deploy a centralized information security event log and warning system using open source software; prevent 100% of cases where hackers use servers to control and spread malware and spam into the province's information systems.
By the end of August 2024, Vinh Phuc had a total score of 77.9 points, ranked 25th out of 63 provinces and cities nationwide according to the assessment results of the People and Business Service Index for ministries, branches and localities publicly announced on the National Public Service Portal.
To improve the effectiveness of digital transformation work to serve people and businesses, authorities at all levels in the province continue to promote the implementation of online public services at levels 3 and 4, especially for essential public services.
Actively promote and guide agencies, organizations, businesses and citizens to perform online public services in the electronic environment instead of traditional methods.
Ensure infrastructure, data and digital platform conditions, prepare conditions to ensure interconnection between specialized databases, information systems with the National Population Database; complete the ecosystem serving connection, exploitation, data enrichment and utilities serving people and businesses.
Focus on training, improving IT capacity, equipping officers and employees with necessary digital skills to adapt to the network environment to operate and develop systems, increasingly better serving the needs of people and businesses.
