1. A local folk art and culture artist shared with a reporter that he wanted to write an article promoting the activities of the club he is in charge of. The reporter wondered why, because recently, the club has not had many outstanding activities, and in addition, the club has been "favored" by the media with many articles about efforts to preserve local traditional cultural heritage. The artist sighed and said: The reason is that recently, another club of the same type in this locality "naturally" had a full television report made, while this club has been quiet for a while now without any meaningful activities, especially in teaching the younger generation. The club members are very upset and wish that they "cannot be inferior", must be promoted and known more (!?).
In fact, the conflict between the two clubs has been simmering for a long time, “on the surface, but not in the heart”, while the common goal of the two clubs is to preserve the traditional Vietnamese folk art form of their homeland. Local cultural management officials have also tried to “resolve the problem”, but it is still “the same old story”. In the long term, this conflict will certainly have a significant impact on the work of preserving and promoting heritage, which requires cooperation, cohesion and creating long-term vitality in the community. Especially after the merger of administrative units at the commune and provincial levels, if there are no appropriate solutions, the conflict will become more and more serious, the cohesion will be loose, and the risk of heritage loss will be very high. And certainly, this is not a situation unique to this locality!
2. Another time, in 2024, reporters came to learn about the work of preserving and promoting heritage values in a locality right after the merger. The head of a club expressed concern that the club's activities would face more difficulties after the merger, because it would not receive the attention and favor of the local government when the new commune had a larger area, a larger population, and more work to do. In addition, because the old commune had a smaller area, a smaller population, and more difficult economic development than the remaining commune, it was certain that after the merger, the attention and support would not be as much as before (?!). Not to mention that the highest leader of the new commune was not "a local person" (?!). Meanwhile, the locality had heritage with a high risk of being lost, which needed to be focused on to preserve, promote, and especially pass on to the younger generation. This anxiety is inherently understandable for many VHVNDG Clubs in localities after the merger.
3. Concerns and worries in preserving and promoting the values of VHDNG heritage in the context of streamlining the apparatus and merging administrative units at all levels are inevitable, therefore, requiring flexible, effective, appropriate solutions that are close to the reality of each locality. Basically, according to Official Dispatch No. 1445/BVHTTDL-DSVH, specifically for cultural heritage, the Ministry of Culture, Sports and Tourism has issued an official dispatch requesting to keep the name of the heritage intact so as not to change the historical, cultural and scientific values of the heritage; reviewing the scientific records of the heritage to unify the scope of distribution and spread of the heritage to have a basis for management according to authority, for cultural heritage. This is also a condition for the work of preserving and promoting heritage to be favorable in the coming time.
But first, the immediate task of each locality is to quickly resolve internal conflicts, ensuring solidarity and unity in this work. At the same time, there is sharing, exchange and demonstration through specific activities so that clubs, artisans and heritage conservation cores continue to be confident in their journey of spreading the fire.
