
According to Permanent Deputy Prime Minister Nguyen Hoa Binh, the private economy is considered the most important driving force of economic development. Limited resources of the State economy cannot bring double digit figures, but abundant resources in the people and enterprises can create a breakthrough in growth.
“We also see that the private sector is at the forefront of innovation and application of technology and digital technology. Therefore, the private sector will be assigned important, strategic national tasks. This is a completely different mindset. In fact, large projects have been assigned to the private sector such as airports, ports, highways, and in the future, more large projects, requiring higher technology, will be assigned to the private sector,” said Deputy Prime Minister Nguyen Hoa Binh.

In attracting foreign investment, Vietnam has long needed capital, experience and technology, but now Vietnam must improve the quality of foreign investment. One of the particularly important requirements is technology transfer to escape the middle-income trap.
“Or the thinking about education and healthcare, it can be said that they are different. A healthcare system that has shifted from curing to preventing diseases, improving physical condition, taking care of health, extending average life expectancy and having a happy life. Obviously, the thinking about healthcare for people has changed. With such thinking, there are accompanying policies,” said Deputy Prime Minister Nguyen Hoa Binh.
In a world of many unusual changes, Vietnam must have an independent, self-reliant, self-reliant economy, with internal strength and that is a wise solution. Dependence on one market is very dangerous for the economy. “Therefore, it is necessary to restructure and innovate Vietnam's economy, increase resilience, increase self-reliance and self-reliant capacity. Integrate but be independent and self-reliant. That is the new thinking in building institutions, policies and implementing socio-economic development solutions of the Party and the Government,” said the Deputy Prime Minister.
Regarding innovation in methods and approaches, Deputy Prime Minister Nguyen Hoa Binh said that the direction must be focused and not distributed. “If limited resources are shared everywhere, it will not be effective. We have a highway system and large projects because we know how to focus. In the last term, localities proposed 12,000 projects, but the Government decided to only have 5,000 projects. Therefore, we focused on 5,000 projects and were very successful. When building the action program for the next term, the Government will only focus on 3,000 key projects,” said Mr. Nguyen Hoa Binh.
In addition, decentralization and delegation of power must be strong and go hand in hand with resource allocation so that localities can act, decide, and take responsibility. Only then can Vietnam allocate resources; promote local creativity; and promote local dynamism.
