On the evening of July 24, the Vietnam Football Federation (VFF) announced that the executive committee approved option 2 - selecting a replacement team, adding them to professional and non-professional football tournaments in the 2025-2026 season. This document was issued to deal with the case of Quang Nam Club (a team currently holding a place in the V-League) 2025-2026 but may not participate in the tournament.
The reason for this option is because an even number of participating teams will help improve the professionalism and operation of the tournament, and enhance the image of the V-League.
In addition, an even number of participating teams will avoid the situation where one team has to rest in the last round, making it difficult to ensure professional performance if the champion or relegation team has not been determined.
Pick the extra first division team, not the relegated team
The VFF Executive Committee agreed to choose a team competing in the 2024-2025 First Division to supplement the 2025-2026 V-League, instead of choosing Quy Nhon Binh Dinh Club (the team that just finished last in the 2024-2025 V-League and was relegated).
The reason, according to Clause 5, Article 7 of the current VFF Professional Football Regulations, stipulates: "Clubs participating in the National Championship (V-League), the national first division that do not meet the conditions will be relegated to compete in a division with suitable conditions and replaced by a club that fully meets the conditions with a high ranking in the division next to the division with the club that does not meet the conditions".
Thus, the club considered for replacement here is the club with the highest ranking in the next lower division, not the relegated club.
The 2024-2025 First Division has only 3 clubs licensed by VFF: Phu Dong Ninh Binh (now renamed Ninh Binh ), Truong Tuoi Binh Phuoc and PVF-CAND.
Of which, Ninh Binh Club won the championship and won the right to be promoted to V-League 2025-2026. Truong Tuoi Binh Phuoc Club won the runner-up position and the promotion play-off spot, and lost to SHB Da Nang Club at the end of June. Meanwhile, PVF-CAND ranked 3rd in the 2024-2025 First Division.

Binh Phuoc School Club has the biggest advantage
After the VFF's document on the evening of July 24, Vietnam Professional Football Joint Stock Company (VPF) will be the unit to work with the football teams to clearly determine: whether Quang Nam Club will leave the V-League or not; if Quang Nam Club leaves the tournament, VPF will work with two representatives, Truong Tuoi Binh Phuoc and PVF-CAND, to select a qualified team to replace Quang Nam in the 2025-2026 V-League.
Binh Phuoc Club will be the first team to be prioritized because it is the runner-up of the 2024-2025 First Division. If the Southeast team does not accept to play in the highest tournament, due to not being ready or not having time to prepare (when the V-League opens on August 15), then VFF will approach PVF-CAND Club.
If the police team also refuses because of the urgent time and lack of financial preparation, VFF will have to return to option 1. That is to keep the number of 13 teams participating in V-League 2025-2026.
In the latest development, Quang Nam Club unexpectedly sent a reply letter to VPF Company. However, the Quang Nam team has not yet confirmed whether it will participate in V-League 2025-2026 or not, but only asked for more time to finalize the plan.
Previously, on July 21, Quang Nam Club announced the disbandment of the team with the players, stopped training and created conditions for the players to leave. Because the old sponsor withdrew, the new sponsor was not available, Quang Nam Club was on the brink of dissolution, and "called for help" from the People's Committee of Da Nang City.
In recent days, Da Nang City has called on businesses to support the survival of Quang Nam Club.
If not, Quang Nam Club must transfer all remaining personnel to SHB Da Nang Club and merge with this team, which means the team's name will disappear from the map of Vietnamese professional football.
