To ensure the smooth operation of education and training activities amidst the nationwide restructuring of the government apparatus and to avoid affecting the rights of learners, the Ministry of Education and Training issued Official Letter 1581 regarding ensuring the maintenance and improvement of the quality and effectiveness of public educational institutions in administrative units when implementing a two-tiered local government system.

Accordingly, the Ministry of Education and Training requests the People's Committees of provinces and cities to implement state management of education within their respective professional fields; recruitment, arrangement, assignment, secondment, and development of the teaching staff should be carried out uniformly by provincial-level specialized agencies throughout the province to ensure overall regulation and address local teacher shortages and surpluses.
Following the provincial merger and the abolition of the district level, localities retained their existing educational institutions and transferred the state management functions for preschools, primary schools, and secondary schools to the commune-level authorities.
In Official Letter No. 1581 and related documents, the Ministry of Education and Training did not mention changing school names after implementing the two-tiered local government model. Therefore, schools do not need to change their names at this time.
However, the majority of schools in many localities still use names containing phrases like "town," "city," "ward," or "commune." Therefore, after the merger, the school names will no longer be appropriate and need to be changed to reflect the current situation. This decision will be made by the local authorities.
Appointment of principal and vice-principal
After the reorganization and restructuring of the government at all levels, the Department of Education and Training was delegated the following functions and tasks related to management:
- Advise and submit to the Provincial People's Committee and competent authorities for decision on job positions, civil servant staffing, and the total number of employees at public schools.
- The Department of Education and Training is responsible for the recruitment, employment, appointment, change of professional titles, training, professional development, and evaluation of teachers, educational administrators, and staff in public schools.
- The Department is also responsible for developing plans for the recruitment, employment, training, and professional development of teachers in localities and schools throughout the province.
- Ensure sufficient staffing levels for administrative officials and employees as per the plan approved by the Provincial People's Committee. Simultaneously, be accountable for the operation and quality of education, the teaching staff, employees, and students.
- The Department of Education and Training has the authority to recognize, appoint, dismiss, transfer, and change the job positions of principals and vice-principals of schools.
- The Department is responsible for regularly updating information on teachers and administrators in the national education database and at higher levels of management such as the Provincial People's Committee and the Ministry of Education and Training.
Based on the above information, we can see that the appointment of principals and vice-principals for schools will be handled by the Provincial Departments of Education and Training once the district level is abolished.
