
On the morning of November 21, at the Department of Industry and Trade, the Economic - Budget Committee of the Hai Phong City People's Council supervised the topic of market development and management in the city.
According to the report of the Department of Industry and Trade, implementing the 2017 Planning Law, the Department of Industry and Trade of Hai Phong city (old) and the Department of Industry and Trade of Hai Duong province (old) have reviewed, adjusted, and developed a Plan for integrated commercial infrastructure development in the Planning of Hai Duong province and the Planning of Hai Phong city, which has been approved by the Prime Minister.

After merging administrative units from July 1, 2025, in order to specify the spatial development orientation of the new Hai Phong city, under the direction of the City People's Committee, the Department of Industry and Trade continues to coordinate with the Department of Finance, the Department of Construction and related units to review, synthesize and update the orientations for commercial infrastructure development in the city's general planning projects.
Currently, in Hai Phong city, there are a total of 342 markets of all kinds, including 3 agricultural wholesale markets, 6 class 1 markets, 40 class 2 markets and 293 class 3 markets.
Of these, 296 markets are invested and managed by the State, the remaining markets are managed by the People's Committees at the commune level, basically applying the model of assigning tasks to organizations or individuals, groups of individuals... for direct management.

According to the assessment, the infrastructure system of the markets is underdeveloped. Besides some markets invested by socialized resources, built modernly, solidly, with equipment to ensure effective operation, most of the markets in the area operate according to customs and practices on a small scale, with degraded infrastructure.
Financial resources for investment, construction and renovation of markets from the state budget are still difficult. The service fee for using sales area at markets invested and managed by the State basically only covers some expenses to maintain market operations, but does not guarantee funding for major repairs or upgrading and renovating markets, especially markets in rural areas...
At the monitoring session, many delegates said that there were still shortcomings and overlaps in market management and raised a number of issues in market exploitation, service prices, fire prevention and fighting, and state management of food safety... at the markets.

Speaking at the supervision session, Nguyen Trong Tue, Head of the Economic - Budget Committee of the City People's Council, emphasized that state management of markets is posing many problems due to different cultural practices and consumption habits in localities and the development of e-commerce.
However, management models are not unified, not effective in investment and have no transformation orientation. There are still many difficulties in infrastructure, land and commune-level authority in food safety and hygiene management and fire prevention and fighting.
The Head of the Economic - Budget Committee of the City People's Council requested the Department of Industry and Trade to study the contents, including the need to change planning, decentralization of public assets, price management... to propose clear decentralization to the commune level for convenient management and implementation, with close coordination of relevant departments and branches...
