(laichau.gov.vn) As the core unit of Lai Chau province in implementing Project 06, digital transformation, in recent times, Lai Chau Provincial Police has been a pioneer, exemplary, leading, with many creative ways in practice, effectively serving work, fighting and always taking people and businesses as the center of service. The movement "Digital Education for the People" has been and is being widely deployed to popularize basic knowledge about digital transformation and digital skills for all officers and soldiers, contributing to accelerating the implementation of national digital transformation in general and digital transformation in the Provincial Police in particular. Not only stopping at the field of administrative reform, the field of drug crime prevention in border areas, electronic identification on VNeID for foreigners... has also been implemented by the Provincial Police in conjunction with digital transformation, initially achieving positive results.

Strongly deploy the movement "Digital Education for the People"

When we arrived in Lai Chau, the first 133 officers and soldiers of category 4 of the Provincial Police registered to participate in the Digital Transformation Training course in the Public Security Forces (phase 1) on the mobiEdu online learning platform according to the program of the Department of Training, Ministry of Public Security and currently 86 comrades have completed this training program.

Lieutenant Colonel Truong Cong Hung, Head of the Personnel Organization Department of Lai Chau Provincial Police, said: Implementing the plans of Lai Chau Provincial Party Committee and the Ministry of Public Security, on May 21, 2025, Lai Chau Provincial Police issued Plan No. 4581/KH-CAT-PX01 on implementing the movement "Digital Education for the People" with the aim of widely deploying the above movement, quickly popularizing basic knowledge about digital transformation and digital skills for the entire force, contributing to accelerating the implementation of national digital transformation in general and digital transformation in the Provincial Police in particular.

To effectively disseminate knowledge about digital transformation and digital skills for each group of subjects in the People's Public Security, the Provincial Police have organized training for lecturers, reporters and specialized officers to disseminate and foster knowledge about digital transformation in the People's Public Security. On June 19, 2025, Lai Chau Provincial Police also issued Official Dispatch No. 5306/CAT-PX01 on the deployment and exploitation of the Lai Chau Provincial Digital Education Information Portal, requiring 100% of officers and soldiers to register for an account to participate in courses and self-study on the Portal to improve their digital knowledge and skills.

Talking to reporters, Senior Lieutenant Colonel Nguyen Tien Khang, Head of the Political Affairs Department, Lai Chau Provincial Police, said that on June 26, 2025, Lai Chau Provincial Police issued Plan No. 5799/KH-CAT-PX03 on implementing the emulation movement "Lai Chau Police Force takes the lead in innovation and digital transformation", thereby launching a widespread emulation movement throughout the force associated with performing political tasks, promoting the spirit of innovation and creativity of officers and soldiers, strongly applying information technology and digital transformation to police work.

At the same time, direct functional units to strengthen propaganda with diverse and rich content and forms to officers and people, propagate the policies and guidelines of the Party, State and Ministry of Public Security on science and technology development, innovation and digital transformation, digital services managed by the Ministry of Public Security...

Attaching digital transformation to building drug-free border communes

Recently, on September 23, at Phong Tho border commune, under the chairmanship of Colonel Pham Hai Dang, Deputy Director, Head of the Investigation Police Agency of Lai Chau Provincial Police and Colonel Tran Nguyen Ky, Deputy Commander of the Provincial Border Guard, Lai Chau Provincial Police and the Provincial Border Guard Command jointly organized a Conference to sign a Coordination Plan on transforming key and complicated border communes in terms of drugs and building drug-free border communes in the period of 2025 - 2030.

Talking to reporters, Lieutenant Colonel Nguyen My Dong, Head of the Drug Crime Investigation Department of Lai Chau Provincial Police - the unit in charge of implementing the above coordination plan, added: The two sides (Police - Provincial Border Guard) have built a "drug-free commune" that is practical and sustainable, linked to political tasks, socio-economic development and ensuring security and order, social safety in border areas and border gates. Focus on mobilizing the strength of the entire political system and the entire population in the work of preventing, combating and controlling drugs in border areas.

Promote the proactive and active role of leaders, attach responsibility to each collective and individual of the Police force, Border Guard, local Party committees and authorities in organizing implementation, ensuring "clear people, clear work, clear responsibilities, clear time, clear results, clear authority"; ensure 100% of border communes are checked...; resolutely not to let complicated drug hotspots and gathering places form, maximally restrain the increase of drug crimes and social evils in border areas...

We met Lieutenant Colonel Tran Ngoc Toan, Deputy Head of the Drug Crime Investigation Police Department of Lai Chau Provincial Police when he had just returned from the area. He said that the Provincial Police in general and the Drug Crime Investigation Police Department in particular have regularly strengthened propaganda and dissemination of legal education to people in central areas to border villages and hamlets in conjunction with digital transformation and implementation of Project 06.

Regarding the digital transformation work associated with the work of preventing drug crimes, Colonel Pham Hai Dang shared that currently, subjects often change their methods and tricks of operation, especially taking advantage of exploiting utilities on cyberspace and digital platforms to connect, collude, and buy and sell drugs online and across countries, causing difficulties for the fight of functional forces.

“In addition to traditional professional measures, investment in modern equipment and weapons, under the direct direction of Major General Nguyen Viet Giang, Director of Lai Chau Provincial Police, we pay special attention to training officers, ensuring professional proficiency, becoming good digital detectives, promoting digital transformation to detect, prevent and fight against all types of crimes, including drug crimes, contributing to reducing supply, reducing demand, reducing the harmful effects of drugs, improving the effectiveness of State management of drug addiction treatment and post-treatment management, according to the direction of the Government, the Ministry of Public Security and local authorities, contributing to ensuring security and order in the area, serving economic and social development…” - the Deputy Director of the Provincial Police added.

Positive changes in granting electronic identification to foreigners and testing and granting driving licenses

When we arrived in Lai Chau, the Immigration Department of the Provincial Police had just finished its 50-day and night peak campaign to issue electronic identification to foreigners. Colonel Tao Van Truong, Deputy Director of Lai Chau Provincial Police, said: “Immediately after receiving Plan No. 5466/KH-A08-P1, dated June 26, 2025 of the Immigration Department, Ministry of Public Security on propaganda to launch a 50-day peak period of granting electronic identification to foreigners, Lai Chau Provincial Police has developed a plan to disseminate to units for effective implementation, ensuring the maintenance of the dossier reception department all days of the week and sending mobile working groups to the area for propaganda, especially in border areas and areas where foreigners are living and working; at the same time, linking digital transformation with effective immigration management, suitable for mountainous and border areas. Thereby, creating all favorable conditions for foreigners eligible for electronic identification”.

When we arrived at the Immigration Department, Lai Chau Provincial Police, the main unit in the 50-day-night campaign, the unit had just completed issuing 100% of electronic identification to foreigners. Major Vu A Sua, Head of the Immigration Department, shared creative ways in the border area to implement the above campaign.

The unit has presided over and coordinated with relevant units, commune and ward police, enterprises, etc. to organize propaganda sessions at companies and enterprises with many foreigners working, and accommodation facilities with foreigners. The unit has also developed information with rich content, promoting propaganda on digital platforms and on the Lai Chau Provincial Police website, etc.

“At the same time, we have created an infographic, using visual images in two languages: Vietnamese, English and Chinese, along with an open letter with full information guiding foreigners to carry out electronic identification to companies employing foreign workers in the province; at the same time, proactively guiding and supporting foreigners to prepare documents according to regulations” - Lieutenant Colonel Le Thi Mai Hanh, Deputy Head of the Immigration Management Department added.

With the motto "Ensuring publicity, transparency, innovation, and effective synchronization", the Immigration Department has also strongly applied information technology and digital transformation to guide people in performing level 4 administrative procedures, striving for 100% of Vietnamese citizens, organizations, and businesses to be able to submit documents on the Public Service Portal easily and conveniently, reducing travel time and saving costs; at the same time, improving the effectiveness and efficiency of management work in the field of immigration...

Visiting the Traffic Police Department of Lai Chau Provincial Police, we realized that since taking on the new task, in response to the increasing demand for testing and issuing driving licenses of the people, in order to bring convenience, transparency and efficiency, the Traffic Police Department of Lai Chau Provincial Police has promoted digital transformation in testing and issuing driving licenses.

Lieutenant Colonel Tran Ngoc Ha, Head of the Traffic Police Department of Lai Chau Provincial Police, said that since March 1, 2025, the Traffic Police force of the Provincial Police has proactively coordinated with relevant units to receive and deploy new tasks, ensuring that the testing and issuance of driving licenses take place smoothly, without interruption, meeting the needs of the people. As a result, from March 1 to September 14, 2025, the Traffic Police force has issued new driving licenses to 2,966 cases; received 4,253 applications via Public Services and received them directly... It can be seen that the digital transformation and implementation of Project 06 has taken place strongly and comprehensively in all areas of Public Security work and brought practical results to people and businesses.

According to Colonel Sung A Sua, Deputy Director of Lai Chau Provincial Police, closely following the direction of the Provincial Party Committee and the Central Public Security Party Committee, Lai Chau Provincial Police has set a specific target that by the end of 2025, over 80% of leaders and officers of Lai Chau Provincial Police will have an understanding of digital transformation, digital knowledge and skills. By the end of 2026, 100% of leaders and officers will be educated in basic knowledge of digital transformation and digital skills according to the Digital Competency Framework, be able to use digital platforms and services to serve the requirements and tasks of the Public Security; be able to guide people in using public services managed by the Ministry of Public Security according to its functions and tasks. Strive for the period 2026 - 2030, 100% of leaders and officers will achieve at least basic completion in all digital competencies in the Public Security according to the Public Security Digital Competency Framework issued by the Ministry of Public Security...
