At around 12:45 on October 30, Mr. Nguyen Dac Quy, a resident of the old Quang Dien district, and 5 people (all wearing life jackets) used 2 cole boats to transport 50 boxes of instant noodles, 10 boxes of milk, and 5 boxes of mineral water to Son Tung village, Dan Dien commune to support the people.

When arriving at the water field area south of the Quang Dien Commune Police Headquarters, the boat capsized and drifted away. At this time, the Commune Police on Duty discovered it and mobilized 2 canoes, 1 aluminum boat and 7 officers and soldiers of the Commune Police to fight the flood water and cold rain and brought 6 people safely to the Commune Police Headquarters.

Lieutenant Colonel Tran Dang Thao, a police officer from Quang Dien commune who directly dived into the floodwaters to rescue the victims, said that after bringing the people safely to shore, 7 police officers from the commune continued to return to the point where the boat capsized to salvage goods and find the vehicle of the group of victims.
At around 1:30 p.m., the Quang Dien Commune Police found the bags of goods and then found two cole boats and brought them to the police headquarters. Currently, the Quang Dien Commune Police are using two other boats to assist the six victims to continue transporting the goods in time to support households in need in the afternoon of the same day.
