On the morning of August 23rd, in Tien Hai district, the Provincial People's Committee held a conference to announce the decision establishing the location, boundaries, and area of the Tien Hai Wetland Nature Reserve.

The conference was attended by: Professor, Dr. Nguyen Hoang Tri, Chairman and Secretary General of the Vietnam National Committee for the Man and Biosphere Program; Dao Quyen Truong, Deputy Director of the Department of Cultural Diplomacy and UNESCO, Secretary of the Secretariat of the Vietnam National UNESCO Committee; Dang Thanh Giang, Member of the Standing Committee of the Provincial Party Committee, Permanent Vice Chairman of the Provincial People's Council; Lai Van Hoan, Provincial Party Committee Member, Vice Chairman of the Provincial People's Committee; leaders of several departments, agencies and units of the province; and representatives of central and local press agencies.

The Tien Hai Wetland Nature Reserve is located outside dikes No. 5 and No. 6 of Tien Hai district; bordered to the north by the Tra Ly estuary; to the south by the Ba Lat estuary and the planned Con Vanh - Con Thu urban service area; to the west by the planned high-tech aquaculture area and reclaimed land area; and to the east by the East Sea. The boundary of the Tien Hai Wetland Nature Reserve is defined by 33 coordinate points with a total area of 12,500 hectares; of which, the strictly protected zone is 2,726 hectares and the ecological restoration zone is 9,774 hectares. The buffer zone of the Tien Hai Wetland Nature Reserve, with an area of 3,446.5 hectares, is defined by 40 coordinate points at a distance of 1,000m from the boundary of the Tien Hai Wetland Nature Reserve.

The management of the Tien Hai Wetland Nature Reserve is carried out in accordance with the Regulations on the Management of Thai Binh Wetland Nature Reserves as stipulated in Decision No. 12/QD-UBND dated January 5, 2021, of the Provincial People's Committee; Decision No. 1357/QD-UBND dated August 20, 2024, of the Provincial People's Committee on establishing the location, boundaries, and area of the Tien Hai Wetland Nature Reserve; and other relevant legal regulations.
The head of the Department of Natural Resources and Environment announced the decision to establish the location, boundaries, and area of the conservation zone.
The determination of the location, scale, and area of the conservation area is consistent with the National Master Plan for the period 2021-2030, with a vision to 2050, as stipulated in Government Resolution No. 138/NQ-CP dated October 25, 2022, and National Assembly Resolution No. 81/2023/QH15 dated January 9, 2023, and the Thai Binh Provincial Planning for the period 2021-2030, with a vision to 2050, as stipulated in Prime Minister's Decision No. 1735/QĐ-TTg dated December 29, 2023.
Comrade Lai Van Hoan, Provincial Party Committee member and Vice Chairman of the Provincial People's Committee, delivered a speech at the conference.
Speaking at the conference, Comrade Lai Van Hoan, Provincial Party Committee member and Vice Chairman of the Provincial People's Committee, affirmed that, along with the Thai Thuy Wetland Nature Reserve established in 2019, the establishment of the location, boundaries, and area of the Tien Hai Wetland Nature Reserve demonstrates the determination of the Thai Binh Provincial Party Committee, government, and local people in implementing Resolution 36-NQ/TW dated October 22, 2018, of the Central Party Committee on the Strategy for Sustainable Development of Vietnam's Marine Economy to 2030, with a vision to 2045, as well as approved national and provincial plans.
The establishment of the location, boundaries, and area of the Tien Hai Wetland Nature Reserve in Thai Binh province focuses on allocating resources for its continued conservation and development. The Provincial People's Committee assigns the Department of Agriculture and Rural Development to directly manage and supervise the Thai Binh Wetland Nature Reserve Management Board. Relevant departments and agencies, according to their functions and duties, are responsible for coordinating and supporting the Thai Binh Wetland Nature Reserve Management Board in effectively implementing the reserve's programs and objectives. Based on the potential and advantages of the Tien Hai Wetland Nature Reserve, Thai Binh is determined to overcome difficulties and limitations, seize new and breakthrough development opportunities to build the province into a developed locality in the region, focusing on biodiversity conservation; harmoniously combining nature conservation with economic, cultural, and social development according to the principles of conservation and sustainable development; ensuring connectivity with related habitats, contributing to ensuring the livelihoods of local people.
The Vice Chairman of the Provincial People's Committee requested that central ministries and agencies provide professional support, resources, and project programs, and mobilize resources from domestic and international organizations, businesses, and the people to work together in conservation.
