The campaign to eliminate temporary and dilapidated houses: Localities are "sprinting to the finish line"

By June 30, 2025, it is expected that 46/63 localities nationwide will complete the target of eliminating temporary and dilapidated houses; the overall rate will reach 94.7%. The remaining localities will register to complete the target in July and August.

With the determination in the direction of the Government and the Prime Minister and the speed in implementation of ministries, branches and localities, the Program to eliminate temporary and dilapidated houses nationwide has achieved very positive results; the number of newly built and repaired houses is increasing day by day.

According to Minister of Ethnic Minorities and Religions Dao Ngoc Dung, it is expected that by June 30, 2025, the completion rate of eliminating temporary and dilapidated houses nationwide will reach 94.7%. The remaining will be completed in July and August.

However, Mr. Dung also noted that the implementation of removing temporary and dilapidated houses in some localities still faces some difficulties, especially in terms of funding. Therefore, resolving the financial issue for localities as soon as possible is very necessary.

By June 30, it is expected that "temporary housing elimination" will reach 94.7%.

Minister Dao Ngoc Dung said that after the 4th meeting of the Central Steering Committee to implement the elimination of temporary and dilapidated houses nationwide, the Government issued Official Dispatch No. 84/CD-TTg requesting to focus on completing the goal of eliminating temporary and dilapidated houses before August 31; in which housing support for relatives of martyrs and people with meritorious services to the revolution must be completed before July 27.

The Prime Minister also assigned members of the Government to directly inspect and work with localities to urge progress. Leaders of ministries, branches and localities have also demonstrated a high sense of responsibility. Notably, many localities assigned provincial Party Committee members to directly go to communes to monitor, urge, start construction and take responsibility for progress...

Thanks to the drastic direction, up to now, 38/63 localities have completed the entire target of eliminating temporary and dilapidated houses for all three target groups (an increase of 23 localities compared to the fourth session). It is expected that by June 30, 8 more localities will complete the target, bringing the total to 46. In July, 3 localities registered to complete the target and in August, 14 more localities, thereby striving to complete the target of eliminating temporary and dilapidated houses nationwide by August 25.

Regarding support resources, for the 5% savings in regular expenditure, up to now, implementing the direction of the Prime Minister, the Vietnam Fatherland Front and the Ministry of Ethnic Minorities and Religions have coordinated and agreed with the Ministry of Finance to seek the Prime Minister's opinion on adjusting the remaining 5% savings in regular expenditure to support 28 localities facing difficulties.

Currently, 46 localities have proactively allocated all funds from local budgets to support the construction of houses for people with meritorious services and relatives of martyrs.

Specifically, the country has supported 262,843 out of a total of 277,420 houses (reaching 94.7%). Of these, 41,565 houses were for people with revolutionary contributions; 77,851 houses for poor and near-poor households from the national target program for sustainable poverty reduction; 8,621 houses were supported from the national target program for ethnic minorities; 125,888 houses were supported for poor and near-poor households from the launch program; and 8,918 houses were supported for other subjects.

“By June 30, it is expected that 46/63 localities nationwide will have completed the target of eliminating temporary and dilapidated houses; the overall rate is 94.7%. The remaining localities have registered to complete the target in July and August, thereby achieving the target of eliminating all temporary and dilapidated houses nationwide,” Mr. Dung informed.

However, Mr. Dung also noted that the implementation of eliminating temporary and dilapidated houses in some localities still has some limitations. The most prominent of which is that some localities, despite trying to advance funding, still face many difficulties.

Regarding the housing construction program for poor and near-poor households, Minister of Agriculture and Environment Do Duc Duy said that as of June 21, the country had completed 85,876 out of a total of 91,500 houses. Since the fourth meeting, the country has completed an additional 17,089 houses, while there are still 5,624 houses that have not been implemented, and 12 localities have not completed them.

Some localities still have a large amount of housing to build, such as: Dien Bien 1,267 units (accounting for the largest number); 5 localities have from 500-1,000 units including Ha Giang, Thanh Hoa, Dak Lak, Thai Nguyen, Nghe An; 4 localities have from 100-500 units including Cao Bang, Gia Lai, Kon Tum, Quang Nam; the remaining localities all have less than 100 units, even some places have less than 50 units.

Regarding funding, Mr. Duy said that there are 5 localities that have adjusted the number of houses, creating an additional capital need of about 209 billion VND, including: Ha Giang, Hoa Binh, Lai Chau, Ninh Thuan, Gia Lai. The Ministry of Agriculture and Environment has compiled and sent a proposal to the Minister of Finance to study and report to the Government Standing Committee to have a mechanism to allocate additional resources.

In addition, 13 localities proposed to support the difference in funding. The Ministry of Agriculture and Environment has asked localities to proactively contact the Ministry of Ethnic Minorities and Religions to handle the issue because this issue is under the jurisdiction of the locality.

Resolve problems immediately

In order for the work of eliminating temporary and dilapidated houses to be completed on schedule, Minister Dao Ngoc Dung emphasized that it is very necessary to promptly resolve financial issues for localities facing difficulties in the current context.

Accordingly, the Ministry of Ethnic Minorities and Religions proposed that the Prime Minister allow the adjustment of the remaining 5% savings in regular expenditures and allow the use of social mobilization resources to support two national target programs; assign localities to start construction of all remaining housing projects before June 30.

For localities that have started construction but many houses have not been completed, Mr. Dung said that it is necessary to assign leaders to directly direct and urge the implementation. The military and police forces need to focus on supporting localities that are still facing difficulties in implementation such as: Bac Giang, Ha Giang, Dien Bien, Thanh Hoa, Phu Tho, Hoa Binh, Quang Nam, Dak Lak, Dak Nong, Cao Bang, Bac Lieu.

On the local side, Chairman of the People's Committee of Ha Giang province, Phan Huy Ngoc, said that there are still 500 houses that have not started construction due to the current rainy weather in the locality, which poses a risk of landslides; some households do not have enough money to pay for their work and are working far away. It is expected that this June, Ha Giang province will start construction on all the remaining houses and will complete them before August 31.

However, to ensure the level of support for eliminating temporary houses under two national target programs (60 million VND for newly built houses and 30 million VND for repaired houses), the Chairman of the People's Committee of Ha Giang province also proposed that the Prime Minister consider supporting Ha Giang with an additional 85 billion VND from socialized sources, thereby completing support for 6,000 poor and near-poor households.

Previously, at the 5th meeting of the Central Steering Committee on the elimination of temporary and dilapidated houses nationwide, the Prime Minister also requested ministries, branches, localities and the entire political system to be determined to complete the set goals, focusing on completing the goal of eliminating temporary and dilapidated houses before August 31, 2025; in which housing support for relatives of martyrs and people with revolutionary contributions must be completed before July 27.

To ensure the achievement of the target and early completion, the Prime Minister requested ministries, branches and localities to promptly grasp and resolve difficulties and problems in the implementation process; mobilize all resources in the spirit of "whoever has something helps, whoever has merit helps merit, whoever has money helps money, whoever has a lot helps a lot, whoever has a little helps a little." Ministries and agencies, according to their assigned functions and tasks, study and promptly handle the recommendations of delegates according to their authority and regulations.
