Sustainable, disaster-resilient communities

"Sustainable, disaster-resilient community" is the theme of the National Disaster Prevention and Control Week (NDPC) in 2025. Actively responding, the province has been directing departments, branches, sectors, and local authorities to strengthen the organization of information and communication activities, raise public awareness; enhance the spirit and responsibility of all levels and sectors from the central to local levels in disaster prevention and control; prepare response plans, minimize human and property damage, and contribute to the completion of socio-economic goals set for 2025.

In 2024, the province was affected by 3 major natural disasters, especially the severe impact of storm No. 3 (Yagi) and its circulation causing heavy rain and floods, killing 6 people, injuring 3 people, damaging 920 houses and 106 schools, 28 medical facilities, 28 cultural works, historical relics, nearly 3,700 hectares of crops... affected.

To proactively respond before, during and after natural disasters, the Provincial Party Committee, Provincial People's Committee, departments, branches and localities have promptly directed the strict implementation of the instructions of the Prime Minister and central agencies, well implemented the response preparation work, deployed the response work and overcame the damage immediately during and after the natural disaster; departments, branches and localities have focused on mobilizing the entire political apparatus to prevent and overcome the consequences of natural disasters.

In particular, the flexible direction and operation of the system of works under the Provincial Water Resources and Flood Management Project has contributed to controlling inland flooding in the province; directing the handling of dike incidents from the first hour, promptly handling damages; evacuating people from dangerous areas. Thereby contributing to minimizing damage to people and property of the state and people in storm and flood areas; supporting people to return to normal life soon, and businesses to stabilize production soon.

Before the annual rainy season, the province reviews and strengthens the Steering Committee for Disaster Prevention and Search and Rescue at all levels, enhances the responsibility of leaders; develops disaster prevention and control plans at all levels; reviews disaster response plans corresponding to each type and level of disaster risk, plans for coordinating forces and supplementing supplies and equipment suitable to the reality of localities and units; strengthens information, propaganda, and dissemination of types of natural disasters, response experiences and prevention methods.

In 2024, the province organized a drill on rescue plans for landslides and traffic accidents in Tam Dao district; a drill on forest fire response and forest protection in Phuc Yen city; invested in, upgraded and repaired disaster prevention works.

The work of informing and transmitting warning and forecast bulletins to authorities at all levels, people and the community is carried out by media agencies regularly, continuously, promptly and effectively through many forms such as print newspapers, radio, television, electronic newspapers, social networks, SMS messages...

In particular, implementing the "4 on-site" motto, linking the construction of a safe community with the implementation of disaster prevention and control criteria in new rural construction, in 2024, the Standing Office of the Provincial Steering Committee for Disaster Prevention and Control - Search and Rescue appraised and reported on the assessment and confirmation of meeting the criteria for advanced new rural communes (in the field of irrigation and disaster prevention and control) in the communes of Yen Phuong, Hong Phuong, Trung Ha, Hong Chau (Yen Lac district); Thanh Van, Duy Phien, Dao Tu (Tam Duong); Quat Luu (Binh Xuyen); Nhao Son (Song Lo); Xuan Loi (Lap Thach); Yen Lap, Tuan Chinh, Thuong Trung, Ly Nhan, Vinh Son (Vinh Tuong).

The province has paid special attention to overcoming the consequences and rebuilding after natural disasters. The Provincial Military Command has mobilized more than 4,000 comrades and 114 vehicles to participate in evacuating 1,525 households and their properties to safe places; coordinated to ensure the safety of people and properties of more than 2,200 households isolated by floods; fixed 2 drainage incidents on the dike; built and raised the surface of the Don Nhan dike (Lo River); mobilized forces and vehicles, ready to participate in overcoming the consequences of ships and boats stuck at Vinh Phu bridge on Lo River.

The provincial police mobilized more than 300 officers and soldiers to carry out grassroots mass mobilization work, supporting people in flooded areas, especially those who were "cut off" and "isolated" in Song Lo and Lap Thach districts; organized environmental sanitation, roads, houses and supported the repair of affected people's works.

In 2025, it is forecasted that there will continue to be an increase in extreme weather events such as strong storms, prolonged heavy rains and severe droughts due to the impact of climate change.

In order to proactively respond to all weather developments, minimize damage caused by natural disasters and respond to the National Disaster Prevention and Control Week 2025 (taking place from May 15 to 22) with the theme "Sustainable and disaster-resilient communities", the province has issued a document requesting departments, branches, sectors and local authorities to organize propaganda activities on the National Disaster Prevention and Control Week 2025 in accordance with local conditions and actual situations, focusing on propaganda, raising awareness, disseminating knowledge and skills on disaster prevention and response to local communities.

At the same time, the People's Committees of communes, wards and towns are requested to continue to consolidate, improve and enhance the capacity of the commune-level disaster prevention and control shock force; organize the review and update of local disaster response plans and options, focusing on preparations for the 2025 storm season according to the "4 on-site" motto, key dike protection plans; develop a plan to collect and pay the Disaster Prevention and Control Fund according to regulations.
