Following the direction of the Provincial People's Committee on organizing public consultations on the plan to merge the three provinces of Vinh Phuc, Hoa Binh , and Phu Tho to form a new province called Phu Tho; and the plan for rearranging commune-level administrative units in Vinh Phuc province in 2025, localities in the province have actively implemented the process of gathering voter opinions; and intensified the dissemination of policies, plans, and related contents concerning the rearrangement and reorganization of administrative units at all levels, creating consensus among all officials, Party members, and the people.

Mergers are not just about reorganizing the administrative apparatus, but also about renewing the local landscape. Therefore, 100% of households in Residential Group No. 1, Hai Ba Trung Ward, unanimously support the plan to reorganize provincial and commune-level administrative units. Immediately after the Party Branch Secretary personally came to explain the plan, Ms. Nguyen Thi Dung, from Residential Group No. 1, Hai Ba Trung Ward, Phuc Yen City, expressed her support for the Party and State's policy through this opinion poll.

The People's Committee of Hai Ba Trung Ward has directed and assigned specific tasks to each organization and individual to focus on disseminating information about the policies and directives from higher levels regarding the reorganization of provincial and commune-level administrative units. In a spirit of openness and transparency, over 4,300 voters representing households in 18 residential areas of the ward were consulted. Of these, over 99% of voters in the ward expressed their agreement.

Despite the short timeframe, large geographical area, and dense population, thanks to the efforts of the members of the voter consultation teams in villages and residential areas, the voter consultation process throughout the province was conducted openly, democratically, and in accordance with the law. The consensus and trust of the voters is a crucial foundation for building a streamlined, efficient, and effective administrative apparatus in the future.
