According to Ms. Luyen Minh Hong, in the context of the rapidly changing world and regional situation, the international economic integration, investment and business environment is becoming more difficult. Faced with that challenge, the Ministry of Foreign Affairs determined that there needs to be breakthrough solutions and approaches to achieve more substantial and sustainable results in economic diplomacy to serve the country's development.
According to her, to continue effectively implementing the guidelines and policies of the 14th Party Congress Documents, economic diplomacy in the coming time needs to make three strong shifts in thinking, content and implementation methods.
In terms of thinking, first of all, it is necessary to shift from a participation mindset to a creation mindset, meaning that Vietnam not only participates but also proactively proposes and builds new frameworks and laws in the fields of international economics and trade, thereby creating advantages for the economy and more clearly positioning Vietnam's role and position in the emerging world economic order.
Second , it is necessary to shift from dependence on exports to enhancing domestic capacity, aiming to strengthen internal drivers, support economic restructuring and promote long-term growth.
Third , shift from proactive response to proactive opportunity seizing, seeking and creating opportunities in difficult contexts, turning challenges into development drivers.
Regarding the content, Ms. Luyen Minh Hong emphasized that economic diplomacy needs to be expanded and deepened, reflected in three major directions:
Firstly , it is necessary to not only serve traditional growth drivers but also emphasize new drivers such as green transformation, digital transformation and energy transformation.
Second , instead of just focusing on market expansion, Vietnam needs to participate more deeply in the global supply chain to improve the competitiveness of domestic enterprises.
Third , it is not only about attracting investment, but also about attracting technology, knowledge and management experience. These are the core factors that help Vietnam improve the quality of growth.
Regarding implementation methods, according to the Deputy Director, economic diplomacy in the new context needs to focus on deepening foreign relations and enhancing political trust as a foundation for promoting trade, investment, and science and technology cooperation.
Along with that, Vietnam needs to coordinate harmoniously between bilateral and multilateral foreign affairs, proactively participate in solving regional and global issues that have direct impact on the country's security, development and position.
Finally, economic diplomacy activities will be deployed in the direction of building a synchronous ecosystem, closely coordinating between ministries and branches to create the most favorable conditions for Vietnamese enterprises to invest and do business effectively in the international market.
Deputy Director of the Department of Economic Diplomacy Luyen Minh Hong affirmed that these are major orientations that the Ministry of Foreign Affairs is actively coordinating to implement, contributing to the successful implementation of foreign economic development goals in the new period.
