Concretize action programs, so that Hanoi can truly be a 'pioneer and exemplary'

On the afternoon of October 17, the Hanoi Party Committee held a press conference to inform the results of the 18th Hanoi Party Congress, term 2025-2030.

Attending the press conference were Alternate Member of the Party Central Committee, Permanent Deputy Minister of Culture, Sports and Tourism Le Hai Binh.

Standing Deputy Secretary of the Hanoi Party Committee Nguyen Van Phong, Deputy Secretary of the Hanoi Party Committee, Permanent Vice Chairman of the Hanoi People's Council Phung Thi Hong Ha, Deputy Secretary of the Hanoi Party Committee, Vice Chairman of the Hanoi People's Committee Nguyen Trong Dong chaired the press conference.

Attending the press conference were Head of the Hanoi Party Committee's Organization Board Ha Minh Hai, Head of the Hanoi Party Committee's Propaganda and Mass Mobilization Board Nguyen Doan Toan, Deputy Head of the Hanoi Party Committee's Propaganda and Mass Mobilization Board, Director of the Press Center serving the 18th Hanoi Party Congress Dao Xuan Dung and more than 200 leaders and reporters from central and Hanoi press agencies.

After 3 days of serious work (October 15-17), urgently, promoting the spirit of democracy, solidarity and a high sense of responsibility towards the Party Committee and people of the Capital, the 18th Congress of Hanoi Party Committee, term 2025-2030, completed all the contents and programs set out and was a great success.

At the press conference, Head of the Hanoi Party Committee's Organization Committee Ha Minh Hai said that the work of developing and selecting personnel plans for the 18th Hanoi Party Congress was carried out "very completely". One of the outstanding successes of the Congress was the personnel work, electing delegates to attend the National Congress as well as electing the City Party Committee Executive Committee. The preparation of personnel for the Executive Committee was carried out in accordance with the structure, ensuring the requirements according to the approved plan.

Regarding digital transformation and administrative reform, these are the key contents in the political report. The City Party Committee has directed very strongly, at the same time listening and absorbing opinions from experts to perfect the orientation and action program.

Mr. Ha Minh Hai emphasized: "The content related to digital transformation, especially Resolution 57 of the Central Committee on breakthroughs in science and technology development, innovation and digital transformation, is a very strong highlight in the action program of the 18th City Party Congress".

The Hanoi Party Committee is implementing specific programs that closely follow the direction of the Central Government, especially the plans of the Central Steering Committee on digital transformation. The city has established a Steering Committee for Digital Transformation headed by the Secretary of the City Party Committee, with the standing agency being the Office of the City Party Committee. The Steering Committee regularly monitors and grasps the situation, promptly directing the implementation of key tasks.

In addition, Mr. Hai said that the new point in this term is the highly action-oriented approach. Many contents have been included in the draft political report, draft resolution and action program that have been implemented immediately in practice.

"This political report is highly actionable. Once the content is clear, it will be implemented immediately," he said.

In that spirit, the City Party Committee and People's Committee are concretizing action programs so that Hanoi can truly be a "pioneer and exemplary" in implementing digital transformation. The approach is to "identify specific problems, directly related to people and businesses to do first", solving bottlenecks and difficulties in practice.

Hanoi is piloting the model of a public administration one-stop center, renewing the entire information technology system, creating the most favorable conditions for people and businesses. In addition to fixed service points, the City has deployed mobile service models such as public service buses to bring administrative services to remote areas or densely populated industrial zones.

At the same time, the City Party Committee also focuses on developing science, technology and innovation at Hoa Lac High-Tech Park, with dozens of specific projects and proposals included in the 58 contents of the action program to implement the political report.

Head of the City Party Committee's Organization Board Ha Minh Hai also said that personnel work is one of the major focuses of the City Party Committee in the 2025-2030 term, demonstrating a strong spirit of innovation in evaluating, selecting and arranging personnel.

"Hanoi has two consistent viewpoints: One is to select officials according to the motto 'choose the right person to entrust your gold to', associated with the principle of 'some in, some out, some up, some down'. The other is to evaluate officials based on data, standards and output results," said Mr. Hai.

The work of evaluating cadres using data and actual results is a breakthrough in the new term. Hanoi has completed the construction of a database on cadres and civil servants, and at the same time deployed a shared electronic office model for the entire political system, including the Party, the Fatherland Front, the People's Council and the People's Committee. This database helps ensure complete and transparent information for the work of evaluating, planning and using cadres.

Mr. Ha Minh Hai added that the City Party Committee applies OKR, KPI and Dashboard tools to evaluate work performance, aiming for a transparent evaluation model based on technology and digital data. All results are presented and evaluated transparently. The City Party Committee's viewpoint is to evaluate cadres based on digital data and task performance results.

The general spirit of the Hanoi Party Committee in the new period is to act early, act decisively, and closely follow reality. Many contents in the documents of this Congress have been implemented by the City since the drafting stage.

Digital transformation, administrative reform and staff assessment are all identified by the City Party Committee as breakthroughs in the 2025-2030 term, aiming to build a modern, effective and people-serving capital administration, while creating a solid foundation for Hanoi to pioneer in science, technology and innovation development.

In the coming time, the City Party Committee will continue to direct and synchronously deploy solutions, strengthen coordination between agencies and units to effectively implement the set goals.
