At the conference, delegates focused on discussing and giving comments on the draft Law on Organization of Local Government (amended); Law on Teachers; Law on amending and supplementing a number of articles of the Law on Handling of Administrative Violations; Law on amending and supplementing a number of articles of the Law on People's Courts; Law on amending and supplementing a number of articles of the Civil Procedure Code, the Law on Administrative Procedures, the Law on Bankruptcy and the Law on Mediation and Dialogue in Court; Law on amending and supplementing a number of articles of the Law on Planning.

Among these, the revised content of the Law on Organization of Local Government and the draft Law on Teachers received many in-depth discussions.

Deputy Head of the Legal Committee of Dak Lak Provincial People's Council Nguyen Thi Van Anh gave comments at the conference.

Regarding the draft Law on Organization of Local Government (amended), the basic opinions agree on the need to amend the law to continue to perfect the organization of government at all levels in a streamlined and effective manner. Delegates said that it is necessary to specify the provisions in Clause 5, Article 5 on the supervisory and guiding role of the National Assembly Standing Committee towards the People's Councils to ensure clarity on the content and scope of supervision, avoid overlap, and at the same time promote the initiative and self-responsibility of the People's Councils at all levels.

Regarding regulations on administrative units, Deputy Head of the Provincial People's Council's Legal Committee Nguyen Thi Van Anh proposed adding criteria for establishment and clearly adjusting boundaries, in accordance with the socio -economic development practices of each locality, ensuring stability of the state administrative apparatus.

Deputy Director of Dak Lak Department of Education and Training Le Thi Kim Oanh spoke at the conference.

Commenting on the draft Law on Teachers, Deputy Director of the Department of Education and Training Le Thi Kim Oanh acknowledged important innovations such as: establishing an independent legal status for teachers with a separate law; establishing a system of titles and common professional standards for public, non-public and foreign teachers; and stipulating the principle of ranking teachers' salaries as the highest in the administrative and career salary scale system.

New preferential policies, especially for preschool teachers, such as allowing early retirement up to 5 years compared to the general retirement age, supporting accommodation, health care, training, professional development... are considered suitable for practical requirements, creating motivation for teachers to work with peace of mind for a long time.

The Deputy Director of the Department of Education and Training proposed to add regulations on seniority allowances for teachers to recognize their efforts and accumulated experience during their work, while also encouraging teachers to stay in the profession for a long time. Opinions also suggested removing the regulation in Clause 2, Article 46 of the draft, because it is no longer suitable for the current practical situation.

Deputy Head of the Provincial Delegation of National Assembly Deputies Nguyen Thi Thu Nguyet highly appreciated the sense of responsibility and enthusiasm of the delegates; at the same time, fully synthesized the opinions sent to the National Assembly and relevant agencies to continue perfecting the draft law, ensuring quality and feasibility when promulgated.
