Voters of Bim Son town request to restore residential roads affected by construction projects

At the meeting, the representative of the Provincial People's Council Delegation informed voters of the expected time, content, and agenda of the mid-year 2025 regular session of the 18th Provincial People's Council; reported on the socio -economic situation of the province in the first 5 months of 2025 and the results of implementing the opinions and recommendations of the town's voters sent to the sessions of the 18th Provincial People's Council.

Voters of Bim Son town expressed their joy and excitement with the results achieved by the province in the first months of 2025; at the same time, they reflected and recommended to delegates a number of issues regarding traffic infrastructure and environment, land planning and management, policies for non-professional cadres and heads of social security teams.

Voters in Lam Son Ward expressed concern about the serious deterioration of Le Loi Street - currently the main axis for traffic serving the construction of the road from Bim Son Industrial Park to the coastal road. Voters requested to allocate funds to restore and upgrade this road.

Voters from Phu Son Ward reported that although the drainage system on National Highway 1A from the Fishtail to the gate of ACA Hospital has been renovated, flooding still occurs frequently after each rain. Voters requested upgrading the road surface and regularly dredging the sewer system to ensure effective drainage.

Dong Son Ward residents reported the environmental pollution from the Nui Voi landfill, and requested the Provincial People's Committee to urge contractors to speed up the construction of a domestic waste treatment plant and to completely handle illegal dumping at night. Route 527 from Bim Son to Nga Son, the intersection to Ha Vinh commune, has degraded, posing a danger to road users. Voters requested the Provincial People's Committee to direct the road management unit to upgrade damaged areas to ensure traffic safety for the people.

Voters of Quang Trung commune requested the Provincial People's Council to direct investors and contractors to construct urban projects to ensure progress, while at the same time ensuring environmental sanitation and traffic safety for people living near the construction area.

Voters of Bac Son ward reported the situation of trucks carrying soil and rocks without covers, causing traffic insecurity on National Highway 1A from Doc Xay to the town center.

Regarding the problems in the planning of Bim Son Station, voters of Ngoc Trao Ward said that the situation of 3 households living on land in the area of ​​the station gate has not been completely resolved due to the lack of compensation mechanism or issuance of land use right certificates. At the same time, people hope that the Provincial People's Committee will soon have a reasonable solution for the Bim Son bus station which is currently operating inefficiently, causing waste of resources.

Voters also requested to upgrade damaged areas and restore residential roads affected by major construction projects. At key intersections such as Le Thanh Tong intersection and the expressway, voters requested to install traffic warning lights and increase patrols and handling of overloaded vehicles to ensure traffic safety and order.

Many voters expressed their wish that the Provincial People's Council would study and adjust support policies for part-time workers at the commune level after the administrative unit merger.

Deputy Secretary of the Town Party Committee, Chairman of the People's Committee of Bim Son Town Trinh Tuan Thanh received and explained voters' recommendations.

The representative of the Provincial People's Council delegation received and explained many contents. Accordingly, for the waste treatment plant in Dong Son, 9/20 items have been completed so far. According to the plan, the construction part will be completed in July 2026, and put into trial operation from the beginning of 2027. The Town People's Committee also directed to continue monitoring the treatment of leachate and illegal dumping.

Regarding Le Loi and 527 routes, the Provincial Traffic Project Management Board has conducted an inspection and requested the contractor to make temporary repairs to ensure traffic safety and will return them when the project is completed.

Regarding infrastructure projects that are behind schedule, taking into account voters' opinions, the Town People's Committee will continue to work with investors and contractors to ensure compliance with regulations. The Town People's Committee hopes that the People will continue to pay attention and support the units in the process of building and developing the town's infrastructure...

Regarding the policy for non-professional staff, the province is implementing it according to the provisions of Decree No. 29/2023/ND-CP, while continuing to study and propose mechanisms suitable to the actual situation.

Regarding the Bim Son Station land, after the competent authorities have completed the review, the Provincial People's Committee will report to the Ministry of Construction and the Ministry of Finance to carry out the handover in accordance with regulations. In the case of 3 households at the station gate, Vietnam Railways Corporation will soon establish a project to expand the road to the cargo yard to carry out site clearance and resettlement arrangements.

As for the resettlement area south of Ho Tung Mau Street, the Provincial People's Committee has directed the handover of assets to the electricity sector, after which the lighting system will be operated in accordance with the process. Regarding the proposal to convert the function of Bim Son bus station, the Town People's Committee is developing a plan to re-evaluate the effectiveness to avoid waste and be consistent with the urban development plan.

For issues beyond its authority, the Provincial People's Council Delegation will receive and synthesize them to submit to the Provincial People's Council and competent agencies for consideration and resolution at the upcoming Provincial People's Council meeting.
