The Department of Teachers speaks out about the plan to remove the regulation on classifying teacher titles

(Dan Tri) - The Department of Teachers and Educational Managers said it plans to remove the regulation on dividing the teacher title into grades I, III, and III, but there will still be levels corresponding to the process of dedication and development of qualifications.

Speaking to Dan Tri reporter, Dr. Vu Minh Duc, Director of the Department of Teachers and Educational Managers, Ministry of Education and Training , said that this change is to be consistent with the direction of amending the Law on Cadres, Civil Servants and the Law on Public Employees.

Accordingly, it is expected that the title of teacher will be determined according to job position, requirements of professional activities in each level of education, and training level instead of being divided into grades I, II, III as at present.

Mr. Duc added that it is expected that, although there will no longer be a hierarchy, there will still be levels corresponding to the dedication and qualifications of teachers.

"To comply with new plans, the Draft Law on Teachers (being submitted to the National Assembly for approval) only stipulates titles. The classification will be carried out after the revised Law on Civil Servants is promulgated, based on the provisions of this law," said Mr. Duc.

It is expected that the title of teacher will be determined according to the requirements of professional activities in each level of education and training instead of being divided into grades I, II, III as it is now (Photo: Hoang Anh).

The Director of the Department of Teachers andEducational Managers also said that the new regulations on teacher titles in the Draft Law on Teachers are still consistent with the current Law on Civil Servants. Therefore, teacher rankings can still be implemented normally while the Law on Civil Servants has not been amended.

Currently, the professional titles of preschool and primary school teachers are divided into grades I, II, III with different salary coefficients for each grade.

In previous draft versions of the Law on Teachers, teachers were still divided into grades I, II, and III.

Previously, the classification of teachers was criticized as inappropriate and unfair. Many teachers were highly qualified but still ranked low, while those who were less effective could be ranked high due to the mindset of "living long makes you a veteran".

Many educators expect that pay based on job position and ability to meet professional requirements will create more effective work motivation and worthy recognition for all teachers.

The latest draft of the Law on Teachers, Article 12 stipulates the title of teacher as follows:

1. The title of teacher is the name that shows the qualifications, professional capacity and expertise of teachers at each level of education and training.

2. The title of teacher is determined according to the requirements of professional activities at each educational level and training level.

3. The appointment and change of teacher titles are carried out in accordance with the type of educational institution in the national education system.

4. Teacher titles at each level of education and training are determined to be equivalent when meeting the conditions prescribed by the Minister of Education and Training.

5. The Government shall detail this Article.
