Director of the Department of Animal Health stated the reason why the livestock industry is strong but exports are weak.

At the seminar, the Department of Animal Health updated and informed about the new points of Circular 24/2022/TT-BNNPTNT dated December 30, 2022 (Circular 24) replacing Circular No. 14/2016/TT-BNNPTNT dated June 2, 2016 (Circular 14) regulating animal disease-free areas and facilities.

Mr. Nguyen Van Long affirmed that the livestock industry has developed strongly in recent years, but the biggest weakness is that exports are very limited. In the whole year of 2022, the export value of animal meat and animal products only reached 400 million USD, much lower than the import value.

According to the Director of the Department of Animal Health, the reason is that the livestock industry is still small-scale, veterinary hygiene requirements have not met the regulations of the World Organization for Animal Health, and the core is that in Vietnam there are still many dangerous animal diseases circulating, diseases transmitted from animals to humans, causing concern for importing countries.

"It is very difficult for Vietnam to become a disease-free country, but one of the first feasible solutions is to build disease-free facilities and zones," said Mr. Long, adding that to do this, the Department of Animal Health has submitted to the Prime Minister Plan No. 889/QD-TTg dated July 25 on building disease-free facilities for export; advising the Ministry of Agriculture and Rural Development to issue Circular 24 amending and replacing Circular 14 regulating animal disease-free zones and facilities.

Mr. Long affirmed that the regulations in Circular 24 basically comply with the regulations of the World Organization for Animal Health because the Department of Animal Health wants the Vietnamese livestock industry to approach the world, not be alone in one market.

However, Circular 24 has different regulations compared to the world. If following the world's regulations, it is necessary to base on each species of livestock, each type of disease, and the risk of diseases to have a higher frequency and number of samples, which will cost a lot of money.

In Circular 24, the Department of Animal Health only sets the sampling frequency to twice a year. As for the group of facilities that need to ensure disease safety to export animals and animal products to other countries, the Department of Animal Health has its own guidelines to follow the world's common regulations.

In addition, Circular 24 also stipulates that the owners of livestock facilities and businesses are fully responsible for ensuring disease safety at their facilities, because this is the property and responsibility of the owners of the facilities and businesses. The Department of Animal Health only provides specific technical instructions and requirements for the facilities to do it themselves. The Department of Animal Health and local branches only provide instructions, inspections, assessments and certifications for the facilities to reduce administrative procedures.

"Previously, in Circular 16, businesses and livestock facilities had to carry out 22 administrative procedures, but in Circular 24, there are only 8 administrative procedures, a 70% reduction compared to before," said Mr. Long.
