The 10th meeting of the Vietnam-Philippines Joint Working Group on Sea and Ocean Issues took place on May 15 and 16 in Ha Long City, Quang Ninh Province. The Vietnamese delegation was led by Nguyen Manh Dong, Deputy Head of the National Boundary Commission, Ministry of Foreign Affairs . The Philippine delegation was led by Maria Angela A. Ponce, Assistant Secretary of State for Sea and Ocean Affairs, Department of Foreign Affairs of the Philippines.
At the meeting, the two delegations reviewed the implementation of cooperation agreements at the 9th meeting (November 2021) and noted that, despite the Covid-19 pandemic, the two sides have promoted bilateral cooperation in the fields of maritime security, fisheries, marine scientific research, environmental protection, hydrometeorology and coordination at regional and international forums. The two sides agreed to strengthen and deepen maritime cooperation between Vietnam and the Philippines in the coming time.
The two sides assessed the complicated situation in the East Sea in recent times and agreed that maritime cooperation not only contributes to strengthening the strategic partnership between the two countries, but also contributes to peace, stability and order in the region.
The two delegations shared recent developments in the East Sea and expressed concern over unilateral actions that violate the sovereignty, sovereign rights and jurisdiction of coastal states as established under the 1982 United Nations Convention on the Law of the Sea (UNCLOS 1982). The two sides reaffirmed the importance of compliance with international law, especially UNCLOS 1982, and ASEAN's central role and stance on the East Sea in maintaining peace, stability and resolving disputes by peaceful means.
The maritime cooperation mechanism between Vietnam and the Philippines was established in 2004 and has always been considered one of the pillars of the bilateral relationship, playing an important role in strengthening the strategic partnership, protecting the legitimate rights and interests of each side in the East Sea, thereby promoting regional peace and stability and consolidating ASEAN solidarity.

Strengthening cooperation between the armies of Vietnam and the Philippines 
On the afternoon of November 7, Chief of Staff of the Philippine Armed Forces, Lieutenant General Bartolome Vicente Bacarro, presided over the welcoming ceremony for Senior Lieutenant General Nguyen Tan Cuong, member of the Party Central Committee, member of the Central Military Commission, Chief of the General Staff of the Vietnam People's Army, and Deputy Minister of National Defense, on an official visit to the Philippines.
