The issuance of a plan to organize water-based entertainment activities aims to promote the potential of the sea and Han River, diversify tourism products, serve people and attract tourists, improve the effectiveness of state management, ensure national security and defense, and protect the ecological environment.
Water recreation activities are planned to ensure compliance with the law, not affect national defense missions, biodiversity conservation, strictly control all types of vehicles, detect and handle violations promptly. All are aimed at limiting risks to tourists and minimizing negative impacts on marine and river ecosystems.
The scope of the plan adjustment includes the entire coastal sea area - from the Hoang Sa-Vo Nguyen Giap-Truong Sa route, Nguyen Tat Thanh street, Hai Van pass area, Son Tra peninsula to the water area from Han River bridge to Tran Thi Ly bridge.
Accordingly, areas are clearly defined between the swimming area and the area for water recreation facilities.
Along the Hoang Sa-Vo Nguyen Giap-Truong Sa route, there are 4 sub-zones (V1 to V4) with a total area of nearly 1,000 hectares, allowing the deployment of both motorized (jet skis, parasailing canoes, flyboards...) and non-motorized (SUP, kayak, windsurfing...) vehicles.
Nguyen Tat Thanh coastal route consists of two sub-areas (V5, V6), in which the use of motorized and non-motorized vehicles is recommended. In particular, the Nam O rapids area does not organize motorized activities to preserve the natural landscape.

The Hai Van Pass sea area with three zones (V7 to V9), including potential locations such as Lang Van, Sung Co, Ma Da... will be deployed after completing the required procedures.
Son Tra Peninsula is divided into 5 zones (V10 to V14), paying special attention to coral reef areas for organizing diving activities, but limiting means of transport that impact the environment.
Da Nang City requires organizations and individuals providing underwater entertainment services to strictly comply with legal regulations, ensure safety for tourists, protect the marine environment and coordinate with functional forces in rescue work when necessary.
This includes encouraging the use of environmentally friendly materials, purchasing insurance for customers, signing a commitment to responsibility, and maintaining civilized and professional behavior during service.
The plan for organizing water recreation activities will be applied from 2025 to 2030. The People's Committee of Da Nang City assigned the Department of Construction to preside over the implementation, coordinate with relevant units, guide, inspect, and grant operating licenses.
