50 years after the liberation of the South and the reunification of the country, from a poor city after the war, Da Nang has risen to become a modern, civilized urban area. Not only is it one of the leading economic and tourist centers in the country, but Da Nang is also known as a bright spot in social security work with very humane programs such as: "5 No", "3 Yes", "4 An". With the goal of taking people as the center in the development process, the city has synchronously implemented solutions and proposed many policies to continuously improve the quality of people's lives. The city's social security picture therefore has outstanding and proud highlights.

Part 1: Decisions for the people

In the early years of the city's reconstruction, Da Nang faced numerous difficulties. Poverty and backwardness were existing problems that needed to be solved. In that context, the "City of 5 Nos" program, implemented since 2000, was considered the "first shot" in a series of social security policies that were Da Nang's trademark. The program set specific goals including: no hungry households, no illiterate people, no beggars, no drug addicts in the community and no murder for robbery. After 2 years of implementation, the city eliminated 850 hungry households, moving to the goal of no extremely poor households, helping nearly 6,000 households escape poverty.

In 2005, Da Nang continued to propose the "3 Yes" program including: "Having housing, having jobs, having a civilized urban cultural lifestyle". To achieve the goal of "Having housing", since 2005, the city has launched and implemented 5 social housing development projects. By the end of 2024, the city has completed about 15,500 apartments. Da Nang City prioritizes allocating apartments to families with people with serious illnesses, severe disabilities, single-parent households with small children, and households without housing that have to rent a house. Poor households renting state-owned social housing receive a 60% reduction in rent, and households with disabled people are exempted from rent.

At the meetings and decisions on apartment rental arrangements, many poor households expressed their emotions when their dream of settling down became a reality.

In 2016, the city issued the “4 Safe” Program including: “Security and order, traffic safety, food safety, social security”. The program is a selective inheritance, synthesis and development of the “City of 5 Nos and 3 Yeses” programs, at the same time, adding some new content to suit the social conditions and development practices of the city.

In recent years, the city has also issued specific policies to support social protection beneficiaries. Based on Decree No. 20 of the Government , in 2021, the City People's Council issued Resolution No. 34 on raising the city's social assistance standard from VND 360,000 to VND 400,000.

Then, in 2023, Resolution No. 101 was issued on expanding the beneficiaries and the benefit levels compared to the Central regulations. Accordingly, people aged 75 to 80 years old, people with cancer, chronic kidney failure, and people on dialysis who do not have pensions or social insurance benefits; people with mild disabilities who are the third generation of resistance fighters exposed to toxic chemicals will receive monthly benefits from 1-1.5 times the standard social assistance level, will be granted health insurance cards and supported with funeral expenses equal to 20 times the standard social assistance level.

Up to now, nearly 43,000 social protection beneficiaries have received monthly subsidies with a total budget of more than 270 billion VND.
