According to the People's Committee of Da Nang City, the issuance of this policy aims to help cadres, civil servants, public employees and workers when coming to work at the new administrative center to stabilize their living and traveling conditions so they can work with peace of mind.
Specifically, according to the proposal, provincial officials from Quang Nam province (old) to Da Nang city (old) to work or vice versa will be supported with 400,000 VND/month for travel expenses, 4 million VND/month for house rent and 5 million VND one time to stabilize housing.

For provincial and district officials (old) who are transferred to communes, commune officials who are on business trips to mountainous or island communes or officials seconded to communes for 1-36 months will be supported with 400,000 VND/month for travel expenses, 2 million VND/month for house rent and 2.5 million VND for one-time relocation expenses. Particularly, officials working at central agencies with headquarters located in Quang Nam province (old) moving to Da Nang city (old) and vice versa will be supported with 10 million VND one-time.
To be eligible for the policy, officials must meet a number of conditions: not owning a house for themselves or their spouse; not having purchased or rented social housing or public housing; the distance from their residence to their workplace is 30 km or more, except for those working in mountainous or island communes. The City People's Committee believes that this will help officials feel secure in their work and stabilize their lives at the new administrative center, while ensuring sufficient quantity and improving the quality of the commune-level staff after the arrangement.
According to the Department of Finance's report, the total budget for implementing the policy is expected to be about 377 billion VND, of which the last 6 months of 2025 alone will require about 120 billion VND from the city budget. The policy implementation period is expected to end on June 30, 2027.
Previously, in June 2025, the Department of Home Affairs of Quang Nam province (old) also proposed to support more than 280 billion VND for 1,885 cadres, civil servants, public employees and workers to work in Da Nang city after the merger of the two localities, including travel expenses, accommodation and one-time support for living expenses. In particular, the proposed option is to support monthly travel and accommodation expenses of 5 million VND/person/month for two years, with a one-time living expense of 30 million VND/person.
