Da Nang proposes mechanisms and policies related to the construction of a Financial Center and Free Trade Zone

NDO - Da Nang proposed to allow the establishment of a "Stock Exchange for innovative enterprises, science and technology enterprises, and startups" in the International Financial Center. Transactions between members of the International Financial Center and organizations in the Free Trade Zone can be conducted in foreign currency.

On the afternoon of May 31, Vice Chairman of the National Assembly Nguyen Duc Hai; Senior Lieutenant General, Vice Chairman of the National Assembly Tran Quang Phuong and Chairman of the National Assembly's Economic and Financial Committee Phan Van Mai and the National Assembly delegation worked with leaders of Da Nang city and Quang Nam province on building an international financial center, a free trade zone and transitioning to apply a number of special mechanisms and policies in Da Nang city.

On behalf of the leaders of Da Nang city and Quang Nam province, there were: Member of the Party Central Committee, Secretary of the City Party Committee, Head of the National Assembly Delegation of Da Nang city Nguyen Van Quang; Alternate member of the Party Central Committee, Secretary of the Quang Nam Provincial Party Committee Luong Nguyen Minh Triet; Permanent Deputy Secretary of the Da Nang City Party Committee Nguyen Dinh Vinh; Chairman of the City People's Committee Le Trung Chinh; Chairman of the City People's Council Ngo Xuan Thang and leaders of relevant departments, branches and sectors.

Speaking at the meeting, Vice Chairman of the National Assembly Nguyen Duc Hai highly appreciated the city's active preparations to build the International Financial Center and Da Nang Free Trade Zone.

According to Vice Chairman of the National Assembly Nguyen Duc Hai, through on-site inspections and local reports, the working delegation of the National Assembly Standing Committee highly appreciated the determination, responsibility and creativity of Da Nang city in proposing mechanisms, policies and preparations for implementing new models.

Regarding the International Financial Center in Da Nang City, the city needs to promptly report and recommend contents and proposals to the Government for handling before submitting to the National Assembly. At the same time, the locality continues to study mechanisms to connect the Free Trade Zone and the International Financial Center, creating a unique advantage for Da Nang City.

Regarding the Free Trade Zone, Vice Chairman of the National Assembly Nguyen Duc Hai said that in the long term, there needs to be a Law on Free Trade Zones, which stipulates common provisions for localities. In the immediate future, Da Nang city needs to urgently implement existing mechanisms and policies and publicize information, attract international investors, and soon deploy the Free Trade Zone model...

Reporting at the meeting, Deputy Secretary of the City Party Committee, Chairman of the People's Committee of Da Nang City Le Trung Chinh said that regarding the International Financial Center, the city agreed in principle to use a 22-storey building at Da Nang Software Park No. 2 with a construction floor area of ​​over ^27,000m2 .

In addition, the city has planned and arranged clean land near the sea with an area of ​​nearly 18 hectares to build the Vietnam International Financial Center in Da Nang that meets international standards...

In the future, Da Nang Industrial Park in Son Tra Ward (new) with an area of ​​62 hectares will be converted into a financial district and about 350 hectares out of a total of 1,500 hectares of reclaimed land in Da Nang Bay will be arranged.

At the same time, information technology infrastructure and technical infrastructure will fully meet and ensure development requirements.

The city has selected civil servants and public employees from departments, agencies, organizations such as banks and universities in the city to be sent for training at major international financial centers in the world. Recently, the city has organized training courses to improve knowledge about the international financial center in Da Nang city for more than 300 cadres, civil servants and public employees of agencies and units.

Da Nang City proposed that the National Assembly leaders support the early issuance of a Resolution on the Vietnam International Financial Center, located in two locations, Ho Chi Minh City and Da Nang City, with specific directions for areas to ensure the development and efficiency of each city.

At the same time, Da Nang proposed to consider adding a mechanism to exempt and exempt from responsibility for officials, civil servants, and public employees who advise, propose policies, and organize the implementation of the construction of the Vietnam International Financial Center for the common development purpose without profiteering, corruption, or negativity...

Regarding investment incentive policies, Da Nang proposed to apply the highest incentive level, extend the exemption and reduction period of corporate income tax (from 4 years in the Draft to 10 years) and personal income tax (until the end of 2035) to be equivalent and competitive with financial centers such as Dubai, Singapore, etc.

Da Nang proposed that the leaders of the National Assembly and the leaders of the National Assembly's Committees support the policy of allowing Da Nang city after the merger to continue implementing the current specific mechanisms and policies of Da Nang city according to Resolution No. 136/2024/QH15 dated June 26, 2024 of the National Assembly, which is being effectively implemented under the transitional mechanism, creating an inter-regional legal corridor in all areas of: investment, finance, state budget; planning management, urban, natural resources, environment.

On the same day, the National Assembly delegation inspected the proposed locations for the construction of the International Financial Center and the Da Nang Free Trade Zone.
