Delegates propose that the development of digital technology industry should pay attention to environmental security.

On the afternoon of May 9, discussing the draft Law on Digital Technology Industry at the conference hall, many delegates proposed that there should be more strong and specific mechanisms to support businesses, especially young and start-up businesses.

Participating in giving comments, delegate Tran Thi Thanh Huong (An Giang) said that the draft has been basically completed, creating a legal corridor and incentive mechanisms for the digital technology industry, with many new and breakthrough policies that have never been mentioned in previous legal documents.

However, according to delegate Tran Thi Thanh Huong, the drafting committee can consider and assign the Government to study regulations to have more outstanding preferential policies in the law. For example, foreducational institutions training in digital technology training activities, there should be appropriate mechanisms to increase support for creative start-up activities in the digital technology field.

“Especially, better investment policies for innovation centers, incubators, and startups in applying digital technology. The draft has mentioned it, but it only stops at the level of promotion, but how to promote it is not clear. These are the key points, the bottlenecks that need to be addressed with breakthrough and superior policy mechanisms,” delegate Tran Thi Thanh Huong expressed her opinion.

To develop this industry sustainably, delegate Huong suggested that, given the current state of environmental pollution, along with the development of technology, the drafting committee should add more, or assign the Government to add more outstanding policies to limit the impacts on the environment, along with appropriate sanctions. Along with that, encourage investment, green development, and energy saving according to the circular economic model.

Continuing to contribute comments, delegate Luu Ba Mac (Lang Son) expressed that the draft law has established a comprehensive legal framework for the digital technology industry and contributed to promoting innovation. However, delegate Luu Ba Mac proposed additional policies to promote linkages between the semiconductor industry and the electronics industry.

The reason, according to delegate Mac, is that the semiconductor industry is the core foundation of today's electronic products. Therefore, building a mechanism to coordinate research, production and technology transfer between the two industries not only develops a synchronous industrial ecosystem, but also limits dependence on imports.

Delegate Pham Van Hoa (Dong Thap) expressed that he studied the draft and found many policies for the development of the digital technology industry, which are important policies. Vietnam's digital technology industry is behind, but according to the delegate, it is behind but not late.

Regarding investment policies for digital industry startups, this is an important premise. Delegate Pham Van Hoa said that this preferential policy should not only be applied to startups in the country, but also to businesses investing abroad.

In particular, delegates suggested that the draft should clearly stipulate the policy for recalling and handling technology products after their expiry date. The more specific this is in the law, the better.

“Semiconductor technology has devices and substances that, after being used, will become waste, and waste can be recycled so as not to affect the surrounding environment or people's health,” said delegate Pham Van Hoa, who also suggested that in the draft law, we continue to promote preferential policies, especially tax incentives for businesses in a specific, specific, and outstanding manner to promote high-tech development, towards the goal of Vietnam mastering semiconductor technology.

Representing the agency submitting the draft law to explain and clarify a number of issues raised by National Assembly deputies, Deputy Prime Minister Nguyen Chi Dung said that the Law on Digital Technology Industry was built with the desire to create a strong push to promote the development of the digital technology industry and to achieve 4 goals: Becoming an important industry, contributing significantly to the country's economy; forming and developing an ecosystem of digital technology enterprises, shifting from assembly and processing to higher quality stages such as innovation and design, gradually mastering core technology; developing a modern and synchronous digital technology industry infrastructure; attracting and forming a high-quality workforce in this industry.

Regarding the delegates' objections, Deputy Prime Minister Nguyen Chi Dung said that he will work with the reviewing agency to study and absorb them to perfect the draft law to ensure the best quality, so that the draft law can be passed at this session.
