Provincial National Assembly delegates questioned the Minister of Justice about the lack of consistency and contradictions in legal documents.

Speaking at the opening of the question-and-answer session, National Assembly Chairman Vuong Dinh Hue said that this was the fourth question-and-answer session held at the meeting of the 15th National Assembly Standing Committee. Based on the synthesis of proposals from National Assembly delegations, considering the areas that have been and are being supervised by the National Assembly and the National Assembly Standing Committee in the past, the answering of questions during the 15th National Assembly term and practical requirements, the National Assembly Standing Committee decided to choose to question the group of issues under the responsibility of the Ministry of Justice and the Ministry of Agriculture and Rural Development at this meeting.

The National Assembly Chairman emphasized: These are all very urgent issues, of great concern to voters, the people and National Assembly deputies . The question and answer session will be an opportunity to recognize and accurately assess limitations and difficulties. Thereby, propose practical solutions to improve the quality of related work.

At the Dien Bien provincial bridge, delegate Quang Thi Nguyet, the provincial National Assembly Delegation, questioned the Minister of Justice about solutions to the situation of inconsistent and contradictory legal documents. According to delegate Nguyet, the current system of legal documents of the State has been promulgated relatively completely, covering all areas of social life. However, many contents are not suitable for reality, contradict each other, becoming barriers to socio - economic development. This content has been proposed and reflected by many localities, National Assembly deputies , agencies, units, and enterprises. Now, the National Assembly Standing Committee and the Government have assigned localities and units to review according to the requirements in Resolution 101/2023, the 5th session of the 15th National Assembly as a basis for proposing to handle regulations with contradictions, overlaps, loopholes, and inadequacies... However, this is only a solution to resolve what has already happened. So, in the upcoming appraisal work, what solutions does the Ministry of Justice have to overcome the above situation?

Minister of Justice Le Thanh Long frankly answered many related issues. Regarding the appraisal work, in order to overcome the shortcomings and limitations mentioned above, the Minister of Justice proposed 5 specific groups of solutions. Accordingly, the Ministry of Justice, the legal organizations of ministries and ministerial-level agencies will have to improve the quality of appraisal through promoting the operating mechanism of appraisal councils and appraisal advisory councils. In particular, attracting the participation of representatives of relevant ministries and branches, organizations representing interest groups, associations and reputable experts and scientists. Ensuring resources for law-making work; focusing on strengthening and perfecting the legal organization, improving capacity, professional qualifications and paying attention to the regime and policies for this team.

In this morning's working session , National Assembly deputies also raised many issues revolving around groups of issues within the Ministry of Justice 's responsibility, such as : Implementation of the Law and Ordinance Development Program; solutions to ensure progress, quality and procedural records of projects and drafts submitted by the Government to the National Assembly; solutions to improve the quality of the legal system; solutions to control the power to prevent and combat corruption and negativity in the law-making work under the responsibility of the Government ; current situation and solutions to improve the capacity, effectiveness and efficiency of the inspection of legal documents ; current situation and solutions to overcome limitations and shortcomings, and improve the effectiveness of asset auctions and judicial appraisals.
