Continuing the working program at the 5th Session of the 15th National Assembly , on the afternoon of May 30, National Assembly deputies listened to the presentation of the Submission and Report on the verification of the draft Resolution on taking a vote of confidence and voting for people holding positions elected or approved by the National Assembly and People's Councils (amended); and discussed in groups the contents presented at the Session.
Specifically, the National Assembly deputies discussed the draft Resolution on taking a vote of confidence, voting for confidence in people holding positions elected or approved by the National Assembly and People's Councils (amended); the National Assembly's draft Resolution on piloting a number of specific mechanisms and policies for the development of Ho Chi Minh City.
The National Assembly Delegation of Thai Nguyen province participated in discussion group No. 7 with the National Assembly Delegations of Lam Dong, Ba Ria - Vung Tau , and Long An provinces. Comrade Nguyen Thanh Hai, member of the Party Central Committee, Secretary of the Provincial Party Committee, Head of the National Assembly Delegation of Thai Nguyen province, chaired the discussion.

Participating in the discussion on the draft Resolution of the National Assembly on piloting a number of specific mechanisms and policies for the development of Ho Chi Minh City, delegate Nguyen Lam Thanh (Thai Nguyen Delegation) highly appreciated the preparation of the draft Resolution and basically agreed with the contents of the draft.
Regarding the urban management regulations on environmental resources (Article 6), delegates expressed concerns with the regulation that “The City People's Committee … approves the planning and arrangement of social housing land funds in other locations of equivalent scale, outside the scope of commercial housing projects to meet social housing needs in the area”; at the same time, they requested the Drafting Committee to consider the plan to convert social housing land funds within the scope of commercial housing projects into corresponding funds, and transfer those funds to the social housing development fund.
The delegate also suggested that only some basic principles should be stipulated for the pilot implementation of fee and charge policies in the city, avoiding creating constraints when the City People's Council decides on matters related to fees and charges in the area.

Regarding the installation of solar power systems to provide electricity for the operations of public headquarters, delegate Nguyen Lam Thanh suggested that Ho Chi Minh City should have comprehensive regulations on renewable energy, not just narrow regulations (using roofs that ensure technical conditions of administrative headquarters, public service units, headquarters of agencies and units identified as public assets in the city to install solar power systems to provide electricity for the operations of the headquarters).
Regarding regulations on science and technology management and innovation, delegates suggested that the Drafting Committee study and prescribe a personal income tax incentive schedule targeting many subjects with different incentive levels to create strong attraction for experts, scientists, people with special talents, and individuals starting creative businesses.
Speaking at the discussion session, delegate Nguyen Thanh Hai suggested that there should be an early summary of the practical implementation of specific mechanisms applied to Ho Chi Minh City according to Resolution No. 54/2017/QH14, to evaluate the effectiveness, and then study for general application throughout the country.
