
This spirit is deeply embedded in every word of the 16-page report on draft documents submitted to the 14th Party Congress, presented by General Secretary To Lam at the opening session.
By highlighting key contents and new points of the draft documents for the Congress to consider, discuss, and decide upon, the Report concisely "portrayed" the hallmarks of the 13th term with groundbreaking strategic decisions that were implemented decisively and effectively. At the same time, it presented strategic breakthrough orientations, goals, and tasks, along with a profound message that was both concise, specific, easy to understand, easy to remember, and easy to implement, with "each assessment, each goal, each solution stemming from reality," while also possessing high theoretical and generalizing value.

In particular, the report emphasizes revolutionary, groundbreaking, and strategic solutions to achieve the goal of rapid and sustainable national development and firmly protect the homeland in the new context.
The process of drafting the documents for the 14th National Congress reveals that the most prominent new feature is evident in the design of the draft Political Report of the 14th National Congress. It not only "integrates" the content of three documents (Political Report, Socio- Economic Report, and Report on Party Building Summary), but also, for the first time, includes an Action Program to implement the Resolution of the 14th National Congress of the Party Central Committee as a "component" of the draft Report.

The action program clearly outlines specific programs, plans, and projects to be implemented during the five-year term, assigns specific responsibilities to Party committees at all levels, from the central to local levels, and specifies the progress, resources, and necessary conditions for implementation, serving as a basis for all levels and sectors to carry out their assigned functions, tasks, and powers.
This policy also aims to overcome the situation where, after the National Congress, there is a "waiting period" to concretize the Congress Resolution (usually around the first half of the term); it emphasizes action, concretization, and effective implementation of the Resolution of the 14th National Congress of the Party right before the Congress. Along with that, it allows for proactive review, amendment, and immediate removal of bottlenecks, overcoming limitations, inadequacies, and contradictions; closely adhering to the goals, guiding principles, development orientations, key tasks, and strategic breakthroughs to organize implementation immediately after the Congress.

As affirmed by General Secretary To Lam, "The Action Program to implement the Resolution of the 14th National Congress is a 'breakthrough' compared to previous congresses, clearly specifying the 'subjects, roadmap, resources, and goals' for implementing the Resolution of the 14th National Congress."
One of the highlights that clearly demonstrates the "breakthrough and action" spirit, highly appreciated by cadres, Party members, and the people at home, as well as international scholars, is the "special emphasis on the implementation phase of the document." Perhaps never before has the "implementation phase" been so strongly emphasized with such specific requirements, focusing on practicality, breakthroughs, and immediate actionability as in the document presented to the 14th Party Congress.

Pointing directly to our “biggest weakness” being that “many correct policies exist but their implementation is unsatisfactory” and “many correct policies and decisions will remain ‘on paper’ if implementation is slow, ineffective, or ‘deviates’ during the implementation process,” General Secretary To Lam stated: This document emphasizes the need for action; highlights the responsibility of each level, each sector, and each official; resolutely overcomes the situation of “talking a lot but doing little,” “saying well but doing poorly,” or even “saying not matching doing”; lack of inspection and supervision; setting high goals but implementing them slowly and with low effectiveness.
And, to translate determination into results, the General Secretary requested a high level of focus on five key areas. These include concretizing the document into programs and plans with clear objectives, measurable targets, deadlines, and specific responsibilities; ensuring that everyone is held accountable; and preventing situations where "everyone's responsibility is no one's responsibility" or "responsibility is passed from one person to another"...

The people's trust in the Party does not come from words, but from actions, from the impartiality and integrity of officials, from the efficiency of the system, from fairness in benefits, from the results of protecting legitimate rights and interests, and from the timely and thorough resolution of legitimate grievances of the people and businesses.
Affirming this principle, the General Secretary suggested that every delegate attending the Congress, every cadre and Party member nationwide, when studying the documents, should ask themselves: What benefit does this bring to the people? Does it increase the people's trust? Does it improve the people's lives? Does it make the country stronger and richer? If the answer is unclear, further refinement is necessary, because every decision is only meaningful when it is supported and approved by the people and brings tangible benefits to them.

Every policy decision must bring tangible benefits to the people - "The people are the foundation" is the overarching principle in the draft documents submitted to the 14th National Congress, and is the source of strength for the Vietnamese revolution.
With a shared vision for the Congress, cadres, Party members, and the people nationwide are placing high expectations on the correct, strong, groundbreaking, decisive, and effective policies and actions of the Party at the 14th Congress – the Congress that marks the beginning of a new era of national development.
