The 16th Congress of the Ha Long City Military Party Committee, term 2025-2030

On February 22, the Ha Long City Military Party Committee solemnly held the 16th Party Congress for the 2025-2030 term. This was the congress chosen by the General Department of Politics of the Vietnam People's Army to be held first to gain experience in the entire grassroots military in the local bloc. This is also the first grassroots party committee in the province to hold a congress. Attending the congress were comrades: Vu Dai Thang, member of the Party Central Committee, Secretary of the Provincial Party Committee; Lieutenant General Nguyen Quang Cuong, Secretary of the Party Committee, Political Commissar of Military Region 3.

Speaking at the opening of the congress, comrade Vu Quyet Tien, member of the Provincial Party Committee, Secretary of the City Party Committee, Secretary of the City Military Party Committee, emphasized that the City Military Party Congress was held in the context that the Party Committee, government, people of all ethnic groups and the city's armed forces are determined to overcome difficulties, strive to compete to accelerate and make breakthroughs in economic development, creating momentum for the new term, striving to fulfill the targets set out in the Resolution of the 25th City Party Congress.

With that meaning, this congress is a broad political activity; creating unity in politics, ideology and action; promoting the responsibility of each cadre and party member before the tasks entrusted by the Party Committee and the people of the city. The Secretary of the Ha Long City Party Committee requested cadres and party members to promote the spirit of discipline, solidarity, creativity, intelligence, responsibility and determination to win, strictly implement the principle of democratic centralism, successfully complete the program and content of the congress; worthy of the trust and responsibility of Military Region 3, the Provincial Military Command, the Ha Long City Party Committee and the trust and expectations of the government, people and armed forces of the city.

In the 2020 - 2025 term, the City Military Party Committee has been proactive, innovative, creative, and resolute in organizing the implementation and comprehensive completion of the goals and targets of the Resolution of the 15th Party Congress with many new models and good practices that have been proven effective in practice. Notably, it has proactively advised local Party committees and authorities to lead and direct the building of an all-people national defense and all-people national defense posture, linking the people's security posture with the increasingly solid "people's hearts posture"; building a comprehensive and in-depth city defense area; building a strong armed force. The quality of training and exercises has been improved, the combined strength of the armed forces meets the task of protecting the Fatherland, ensuring a stable environment for local socio -economic development. The work of selecting and calling citizens to join the army every year always reaches 100% of the target with high quality; Building a strong militia and reserve force.

During the past term, the city's armed forces actively participated in the program "building new rural areas and civilized urban areas" with many practical activities; strictly maintained combat readiness regimes; promoted the core role in natural disaster prevention - search and rescue, participated in disease prevention, and civil defense from the city to the grassroots. The leadership capacity and fighting strength of the Party Committee were enhanced. Political and ideological education work was regularly deployed. The work of organizing cadres was given attention. Inspection and supervision work was strengthened. The Party Committee was recognized for 5 consecutive years for completing its tasks well and excellently; the unit was strong in all aspects.

Recognizing the advantages and difficulties in the face of development requirements, in the 2025-2030 term, the City Military Party Committee determined to focus on advising the city Party Committee and government to promote the combined strength of building a national defense posture, people's security associated with a solid "people's hearts posture"; building a comprehensive and in-depth city defense area; building an increasingly strong armed force; defeating all plots of hostile forces. The Party Committee focused on innovation, improving the leadership capacity, fighting strength of the Party Committee, effective operation of the command organization and the exemplary vanguard role of Party members; building a strong local political base, creating a stable environment for Ha Long City to develop sustainably, becoming an ecological, rich, civilized and affectionate city.

Speaking at the congress, Colonel Khuc Thanh Du, Commander of the Provincial Military Command, praised and highly appreciated the outstanding results of the Ha Long City Military Party Committee in the past term. He requested the Congress to focus on completing the program contents well. In the coming time, the Military Party Committee and the City Armed Forces will continue to advise the city Party Committee and government to lead and direct the close and effective combination between consolidating and enhancing national defense and security with economic, cultural and social development. At the congress, delegates focused on discussing and participating in the Political Report, the review report of the Executive Committee submitted to the 16th City Military Party Congress; the action program to implement the Congress Resolution for the 2025-2030 term. At the same time, they discussed and contributed many in-depth opinions to the draft documents submitted to the 14th National Party Congress; the draft Political Reports submitted to the 14th Provincial Military Party Congress and the 26th Ha Long City Party Congress.

Promoting the spirit of solidarity, democracy, and responsibility, the congress elected the Executive Committee of the City Military Party Committee for the 2025-2030 term, including 5 comrades along with 2 comrades appointed by the Standing Committee of the City Party Committee to participate in the Executive Committee; elected the Delegation to attend the 26th Ha Long City Party Congress.

At the first conference, the Executive Committee of the City Military Party Committee elected the Deputy Secretary of the Party Committee, the Inspection Committee, and the Chairman of the Party Committee's Inspection Committee.

Previously, on the afternoon of February 21, the City Military Party Committee held a preparatory meeting to approve the program; Working regulations of the Congress; elect the Presidium and Secretariat of the Congress; listen to the draft Political Report of the Provincial Military Party Committee, term VIII; draft Political Report of the Ha Long City Party Committee, term XXV, term 2020-2025; discuss and give opinions on draft documents to be submitted to the 14th National Party Congress.

Thus, after 2 days of active, urgent, serious and highly responsible work, the 16th City Military Party Congress, term 2025 - 2030, has completed all the contents and programs set out and achieved great success.

In his closing speech at the congress, comrade Vu Quyet Tien, Secretary of the Ha Long City Party Committee, Secretary of the City Military Party Committee, requested each Party cell, commander, and each cadre, Party member, and soldier of the city's armed forces to constantly train and improve their political mettle, maintain discipline, order, and the nature of Uncle Ho's soldiers, the spirit of determination to win, solidarity, innovation, and creativity, strive to overcome all difficulties, and successfully complete all the goals and tasks set forth by the City Military Party Congress. Each commanding officer, party member and soldier must uphold their responsibility, truly be the core force, exemplary, pioneering in leading and organizing the implementation of tasks with: "New spirit, new momentum, new motivation, new determination", excellently completing all assigned tasks, maintaining the leading position in the emulation movement to win of the armed forces of the province and military region.
