The 7th Congress of the Party Committee of the Department of Finance was a great success.

Comrade Phan Huy Ngoc, Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Committee attended the Congress.

After the merger, the Tuyen Quang Finance Department Party Committee has 8 subordinate Party cells and 154 Party members, including 150 official Party members and 4 probationary Party members. 100% of the Party's resolutions, policies, and State laws are fully implemented to cadres and Party members.

During the term, 29 new party members were admitted; 100% of party members maintained good relations with the Party organization and the people in their place of residence. Mass organizations maintained regular activities, contributing to promoting the combined strength of the entire political system in performing their tasks.

In the 2020-2025 term, the Party Committee of the Department of Finance has maintained its core role in comprehensively leading professional tasks; effectively advising the Provincial Party Committee, People's Council, and Provincial People's Committee in the fields of planning, investment, finance - budget, public investment and enterprise development.

Notably, the Department has advised on the completion of the Tuyen Quang Provincial Planning for the period 2021 - 2030, with a vision to 2050. At the same time, it has presided over the development and effective implementation of the annual socio -economic development plan; the medium-term public investment plan for the period 2021-2025; advised on the arrangement and disbursement of public investment capital with high progress and substantial efficiency.

The Department also actively advised the Provincial People's Committee to promulgate and adjust the mechanism for decentralizing revenue sources and expenditure tasks. The Resolution of the 17th Provincial Party Congress set the total state budget revenue in the province at VND 8,000 billion, of which the old Tuyen Quang was VND 4,000 billion and the old Ha Giang was VND 4,000 billion. As a result, the provincial budget revenue in 2025 is estimated at VND 8,818 billion, an increase of 162.7% compared to 2021.

The fields of public asset management, corporate finance, national target programs, financial and budget management, bidding, appraisal and investment have achieved efficiency. The quality of price, public asset and corporate finance management has been improved. Domestic and foreign investment management has achieved good results, investment attraction has been enhanced. In the 2025 - 2030 term, the Party Committee of the Department of Finance strives for 100% of cadres, party members, civil servants, public employees and workers to study, thoroughly understand and seriously implement the Party's resolutions and the State's policies and laws; complete the state budget revenue target in the area of 10,000 billion VND or more; propose and advise on tasks and solutions to contribute to the average growth rate of gross regional domestic product (GRDP) in the area of 10.5%/year.

At the same time, effectively arrange and advise on public investment capital for key projects, ensuring the disbursement rate reaches over 95%; 100% of non-budget projects facing difficulties and problems are promptly guided to resolve; the whole province has over 5,000 enterprises operating effectively and fully fulfilling financial obligations; every year, 100% of affiliated Party cells are evaluated and classified as having fulfilled their tasks well or better, of which at least 90% of Party members have fulfilled their tasks well and recruited 2 or more new Party members each term.

Speaking at the Congress, Chairman of the Provincial People's Committee Phan Huy Ngoc acknowledged and commended the outstanding results achieved by the Party Committee of the Department of Finance in the past term. He also pointed out a number of shortcomings and limitations and suggested that the Congress focus on discussing, clearly identifying the causes, drawing lessons, and from there proposing solutions to overcome them in the new term.

Regarding future orientation, he requested the Party Committee of the Department of Finance to continue promoting its role as a strategic advisory agency on finance and budget, improving leadership capacity, quality of staff and effectiveness in implementing political tasks.

First of all, the Department needs to proactively overcome difficulties, stabilize the organization, innovate management thinking, improve work processes and enhance the quality of consulting. It is necessary to promote the leadership role of the Party Committee, build a team of cadres and party members with qualities and capabilities, especially key cadres, to ensure good performance of assigned tasks.

The Department focuses on advising on the development of strategies, planning, and socio-economic development plans, ensuring budget balance, and maintaining social security. Continue to coordinate with sectors and localities to perfect financial and budgetary institutions, improve the efficiency of resource mobilization and allocation. In particular, it is necessary to proactively review and propose solutions to handle surplus houses and land after administrative unit rearrangement; strengthen administrative reform, apply digital transformation, and shorten the time to process procedures, especially in the fields of finance, public investment, and non-budgetary investment.

In addition, the Department needs to effectively implement resolutions and programs on private economic development, encourage innovation, support businesses, improve the investment environment, enhance competitiveness, and attract domestic and foreign investment. The implementation of tasks must ensure the principle of "6 clear": clear people, clear work, clear time, clear responsibility, clear products, and clear authority.

The Chairman of the Provincial People's Committee believes that with high determination, innovation and responsibility, the Party Committee of the Department of Finance will successfully complete the assigned tasks, actively contributing to the rapid and sustainable development of the province.
